HomeMy WebLinkAbout01.23.91 Special Council Minutes .~ a, .... '""', MINUTES COUNCIL MEETING SPECIAL JANUARY 23, 1991 1. Mayor Kuchera called the meeting to order at 7:00 P.M. Members Present: Kuchera, Orr, Derington, Galler. Members Absent: Mayer. Also Present: Administrator Thompson. 2. The purpose of the meeting was to discuss the City's Compensation Plan. Administrator Thompson presented updates on grades, 1990/1991 pay line, 1990/1991 salaries and budget impact. Administrator Thompson noted that due to a quirk in the policy (which was noted as a potential possibility by previous compensation committees) several positions would be above midpoint before the COLA was applied. Administrator Thompson listed the following options: A. Strictly apply the present above midpoint policy and give 1/2 COLA. B. Adjust the pay1ine by the COLA and bring salaries to midpoint. C. Create a corridor for above midpoint salaries and give full COLA. After lengthy discussion it was agreed to pursue the Option B. 3. It was the consensus that the Factor Bench Marks, Grades, 1990/1991 Stanton/MnDES and 1990/1991 pay1ine were appropriate. 4. It was agreed that while job descriptions should be reviewed annually, positions should not be reevaluated for three years unless substantial changes occurred. 5. The Council discussed the situation in the Police Department whereby officers' salaries were "pushing" the Sergeant's and Police Chief's salaries. While concern was noted, no action was taken. 6. Counci1member Orr raised a concern regarding the salary implementation of positions increasing a grade, and if they should be "phased in" due to the possibility of the increases resulting from increased responsibility during the past year. The Council agreed that it was a valid concern, but it would be difficult to determine if or how much positions had increased during the past year. 7. It was the consensus of the Council that formal adoption of the Plan be deferred until the full Council can discuss the Plan. Staff was directed to update the Com- prehensive Plan Policy to reflect changes made by the Council and it was agreed the Council would meet on January 28, 1991 at 6:30 P.M. to adopt the Plan. 8.
