MINUTES
COUNCIL MEETING
SPECIAL
JANUARY 28, 1991
1. Acting Mayor Mayer called the meeting to order at 6:30 P.M.
Members Present: Mayer, Orr, Derington, Galler.
Members Absent: Kuchera.
Also Present: Administrator Thompson.
2. Administrator Thompson presented an update on the action required, specifically:
a. approve Updated Salary Manual,
b. approve the Jobs by Grade/Bench Marks,
c. approve Stanton/MnDES Pay Line,
d. ApPLove 1990/1991 Salary Implementation.
3. Counci1member Mayer noted concerns regarding the manual, specifically that there
was no mention~of part time and compliance with the DOER requirements. Administrator
Thompson stated he believed the manual would comply, but could not be certain until
the plan was submitted to DOER. Counci1member Mayer stated that as a member of the
Compensation Committee he would address the part time issue.
4. MOTION by Orr, second by Galler to adopt RESOLUTION NO. R~-91 approving the
updated Salary Manual as stated in the January 24, 1991 memo. APIF, MOTION CARRIED.
5. MOTION by Orr, second by Derington to adopt RESOLUTION NO. R5-91 approving the
Jobs by Grade/Factor Bench Marks dated January 16, 1991. APIF, MOTION CARRIED.
6. MOTION by Galler, second by Derington to adopt RESOLUTION NO. Rfi-91 approving
the Stanton/MnDES pay lines - 1990/1991 dated January 18, 1991. APIF, MOTION CARRIED.
7. MOTION by Derington, second by Orr to adopt RESOLUTION NO. R~-91 adopting the
1990/1991 Salary Implementation Plan dated January 18, 1991. APIF, MOTION CARRIED.
8. MOTION by Orr, second by Mayer to set a special meeting for February 4, 1991
at 6:00 P.M. at the Senior Center to meet with City employees to discuss the Com-
pensation Plan. APIF, MOTION CARRIED.
9. The Council interviewed the following candidates for various Boards and Commissions.
a. Dennis Gramentz - HRA, Planning
b. Tom Murphy - PARAC
c. Wayne Martz - Human Rights
d. Kathleen Shi1son - Human Rights
e. Dennis Walter - Planning, HRA
f. Jeff Thelen - HRA
g. Richard Johnson - Senior Center Advisory Council
h. Jack Sauber - Water Board
i. Michael McMurtrey - HRA
j. Jerry Sacks - Water Board
k. Linda Walter - Senior Center Advisory Council.
10. MOTION by Orr, second by Derington to appoint Linda Walter to the Senior
Center Advisory Council. APIF, MOTION CARRIED.
11. MOTION by Mayer, second by Galler to appoint Clarence Everman and Audrey Rother
to the Senior Center Advisory Council. APIF, MOTION CARRIED.

12. MOTION by Derington, second by Orr to appoint Jack Sauber to the Water Board.
APIF, MOTION CARRIED.
13. MOTION by Galler, second by Mayer to appoint Councilmembers Derington and
Orr and Mayor Kuchera to the Reforestation Advisory Commission. APIF, MOTION
CARRIED.
14. MOTION by Galler, second by Orr to appoint Kathleen Shilson to the Human Rights
Commission at large member. APIF, MOTION CARRIED.
15. MOTION by Galler, second by Orr to appoint Counci1member Derington to the
Human Rights Commission as the Council representative. APIF, MOTION CARRIED.
16. The Council directed staff to prepare an ordinance which would change the Parks
and Recreation seat to at large on the Human Rights Commission. The Parks and
Recreation seat remained unfilled at this time.
17. MOTION by Orr, second by Mayer to appoint Councilmember Galler to the CATV Board.
APIF, MOTION CARRIED.
18. MOTION by Orr, second by Galler to appoint Tom Murphy to the Parks and Recreation
Advisory Commission. APIF, MOTION CARRIED.
19. MOTION by Mayer, second by Derington to appoint Gary Cameron to the PARAC. APIF,
MOTION CARRIED.
20. MOTION by Orr, second by Mayer to appoint Craig Schlawin to the Planning
Commission. APIF, MOTION CARRIED.
21. MOTION by Derington, second by Orr to appoint Ken Meyer to the BRA. APIF,
MOTION CARRIED.
22. MOTION by Orr, second by Galler to appoint Dennis Gramentz to the Planning
Commission. APIF, MOTION CARRIED.
23. MOTION by Orr, second by Galler to appoint Jeff Thelen to the BRA to fill the
unexpired term. APIF, MOTION CARRIED.
24. MOTION by Orr, second by Derington to adjourn at 10:45 P.M.
