MINUTES
COUNCIL MEETING
SPECIAL
KARCH 9, 1991
1. Mayor Kuchera called the meeting to order at 8:00 A.M. at the Senior Center.
Members Present: Kuchera, Mayer, Orr, Derington, Galler.
Members Absent: None.
Also Present: Administrator Thompson, Planning Commission Chair Hanson, HRA Chair Sprute.
2. The purpose of the meeting was to discuss City goals and objectives and the roles
of the HRA and Planning Commission. The group discussed annexation, business development,
and land use planning. Consultant John Vinton also outlined the roles of the various
bodies with the Council's primary role being the setting of goals and objectives, and
the Planning Commission and HRA implementing them. It was agreed that a planning calendar
be established (outlined by Mr. Vinton) and a joint meeting be held on April 20, 1991
and a EDC planning meeting to be held on April 27, 1991.
3. The Council also received a report from Staff on the impact of the LGA cuts. The
report noted that based on moderate growth in spending (4%), the proposed tax law would
more than double taxes on a $60,000 to $100,000 home. It was the consensus of the
Council that staff should present an overview of the budget at the next meeting to
familiarize Counci1members with the workings of the budget and that the Council set a
special meeting to establish budgeting goals.
4. The Council adjourned at 1:45 P.M.
