MINUTES
JOINT MEETING
COUNCIL/PLANNING/BRA
SPECIAL
APRIL 20, 1991
1. Mayor Kuchera called the meeting to order at 8:00 A.M. at the Senior Center.
Members Present: Kuchera, Mayer, Orr, Derington, Galler.
Members Absent: None.
Also Present: Administrator Thompson, HRA Chair Sprute, HRA Members Meyer and Mayer,
Planning Chair Hanson, Planning Members Sch1awin, Thelen, Rotty, Gramentz, and
City staff.
2. Mayor Kuchera welcomed the group.
3. Administrator Thompson presented an overview of community interaction and
organizational dynamics and the planning/visionary process.
4. HRA Chair Sprute reviewed the HRA mission statement, goals and short/long
range objectives.
5. Planning Commission Chair Hanson reviewed the Planning Commission's goals
and objectives which were to be incorporated in the City's comprehensive plan.
6. Administrator Thompson presented the Council's goals as outlined in the Council
workshop report.
7. The following mutual concerns were discussed:
a. Annexation - Counci1member Galler presented an overview of the Council's
concerns and how the Council wished to begin discussion with the townships.
Attorneys John Cairn and Tim Marks reviewed the annexation process, stressing
that the townships and citizens must be involved in the process. It was agreed
that each Counci1member would contact assigned town board members and discuss
the issues and the City Administrator would prepare a draft letter to the
townships.
b. Milo Thompson Study - Various concerns were discussed.
c. Proprietorship in the planning and project initiation process.
d. Second Street parking.
e. Trust and mutual respect of Council/Board and staff actions.
f. Depot replica.
g. Business development along TH 50 and Th 3. The need to retain Farmington Ford.
8. Counci1member Orr presented the following conceptual ideas:
a. A program to demolish substandard housing for new construction.
b. Low density housing.

9. It was agreed that the City should continue developing the planning process
and to continue the Joint Meetings.
10. MOTION by Orr, second by Galler to adjourn at 12:15 P.M. APIF, MOTION CARRIED.
