COUNCIL MEETING
SPECIAL
JUNE 19, 1991
1. Mayor Kuchera called the meeting to order at 7:00 P.M.
Members Present: Kuchera, Mayer, Orr, Derington.
Members Absent: Galler.
Also'Present: Administrator Thompson.
2. The purpose of the meeting was to meet in joint session with the Planning Commission
regarding Farmington Ford's proposal to relocate on the western City limits and
its impact on the Farmington Comprehensive Plan and to discuss land use issues in
the City's Comprehensive Plan (proposed amendment).
3. Administrator Thompson presented an overview of the proposal and how it represents
a departure from the City's development strategy. Planner Tooker presented an over-
view of population projections and previously land use plans which indicated commercial
development on Essex and 50 and Flagstaff and 50 beyond the year 2010. Mr. Tooker
also noted the present policies and ordinances which precluded development without
City services.
4. A lengthy discussion followed regarding the merits of locating Farmington Ford
on Flagstaff and 50 and potential problems which could occur. It was the consensus
that Farmington Ford should be urged to locate at the intersection of TH 50 and
Essex or in the downtown area, and that the Flagstaff location was unacceptable.
5. The overall land use plan was discussed with the following issues noted:
a. Size and location of future commercial.
b. Low density (2-5 acre lots) residential.
c. Highway 3 corridor.
6. It was agreed that the existing downtown was not large enough to serve the
future growth of Farmington and that a second commercial center should be identified,
most likely at TH 50 and Essex.
7. Administrator Thompson stated that he was opposed to low density (2-3 acre lots)
housing because of problems associated with servicing the developments in the future.
Mr. Thompson also noted an apparent inconsistency with Met Council guidelines.
Councilmember Orr stated he favored the development because it offered an alternative
housing opportunity and could be designed and controlled so that no future services
would be expected. Councilmember Orr identified an area south of TH 50 and the
western boundary as potential locations. After a discussion, it was agreed that
this type of housing should be explored.
8. Councilmember Orr also noted the following:
a. Strip development should be clarified to not exclude strip malls or strip centers.
b. Rear lot landscaping or fencing along arterials and collectors.
c. Off street parking in the downtown area.
Councilmember Galler noted the following:
a. Sidewalks in subdivisions.
b. Downtown housing - mixed retail/apartments.

9. Planning Commission members requested that the HRA clarify its position on the
Milo Thompson study, per concerns raised by HRA members at a previous joint planning
meeting.
10. MOTION by Mayer, second by Derington to adjourn at 10:15 P.M.
