MINUTES
COUNCIL MEETING
SPECIAL
SEPTEMBER 24, 1991
1. Mayor Kuchera called the meeting to order at 9:00 P.M. at the Empire Town
Hall.
Members Present: Kuchera, Orr, Galler.
Members Absent: Mayer, Derington.
Also Present: Administrator Thompson, Planner Tooker, Engineer Kaldunski.
2. While it was acknowledged that this was not an officially called meeting,
it was felt that a meeting should be called to order since a quorum of members
was present. The purpose of the meeting was to discuss possible annexation of
the 208th Street corridor.
3. Engineer Kaldunski presented an overview of the need for annexation, noting
that without the annexation, 208th Street would not qualify as an MSA route and,
therefore, the City would lose approximately $400,000 in MSA funds for the Middle
School portion of 208th Street.
4. The following concerns/comments were made:
a. Ed Rother's farmstead being split in half.
b. Narrowing the corridor to 350' to eliminate John Manke's property and
Ed Rother's farmstead.
c. "Notching Out" Ed Rother's farmstead.
d. Timing/deadlines for annexation.
e. Uncertainty of future development in the vicinity.
f. Timeline.
g. Consideration of request in context of City's growth issues resolution.
5. In response to the City's questions, it was the consensus of the Empire Town
Board that due to the number of unresolved issues regarding the future of the
area relating to development and annexation, they could not say "yes" or "no"
to the proposed annexation. If the City needed an answer within 30-60 days,
the answer would be "no". Staff was directed to contact the Middle School project
contractor to see if the road construction can be delayed until the Spring of
1992 and get a determination from MnDOT regarding deadlines.
6. MOTION by Orr, second by Galler to adjourn at 10:10 P.M. APIF, MOTION CARRIED.
