COUNCIL MEETING
SPECIAL
SEPTEMBER 30, 1991
1. Mayor Kuchera called the meeting to order at 7:00 P.M. in City Hall.
Members Present: Kuchera, Mayer, Orr, Derington, Galler.
Members Absent: None.
Also Present: Administrator Thompson.
2. The purpose of the meeting was to discuss the City's Mission Statement and
other miscellaneous business.
3. City Engineer Kaldunski informed the Council that the Donnelly/Jensen pit
had been substantially leveled and no permit application had been submitted.
The Council directed staff to inform Mr. Donnelly he must secure a permit.
4. MOTION by Orr, second by Mayer to adopt RESOLUTION NO. R84-91 amending the
MSA Designation Plan by adding First Street between Walnut and Ash Streets.
APIF, MOTION CARRIED.
5. MOTION by Mayer, second by Kuchera to approve the 3.2 Beer License On Sale
Application of St. Michaels Church. APIF, MOTION CARRIED.
6. Administrator Thompson presented an overview of the City's Mission Statement
and the "Franklin" model used to prioritize goals, objectives and activities.
7. The Council reviewed the draft Mission Statement and recommended several
changes. Staff was directed to update the Mission Statement and present it
for approval.
8. The Council next rated on going and future projects as follows:
A. Vital - Must be done.
B. Important - Should be done.
C. Relatively Trivial - Could be done.
D. Cannot be done.
Administrator Thompson noted the Council should not confuse "urgent" with "vital".
The Council directed staff to present an updated projects list with the ratings
included.
9. Councilmember Orr gave a brief presentation on his idea of a town square
park on the Fischer/Tribune/Steele/HRA properties.
10. MOTION by Derington, second by Orr to adjourn at 10:10 P.M. APIF, MOTION
CARRIED.
