HomeMy WebLinkAbout04.13.92 Special Council Minutes I87 MINUTES COUNCIL MEETING SPECIAL APRIL 13, 1992 1. Mayor Kuchera called the meeting to order at 7:00 p.m.. Members Present: Kuchera, Mayer, Orr, Rotty. Members Absent: Galler Also Present: Administrator Thompson, HRA Executive Director Henricks, HRA Members, Facilitator Don Bargin 2. The purpose of the meeting was to discuss the conflict regarding the Exchange Bank Building with the HRA. Don Bargin reviewed the discussion during the last joint meeting and recommended the Council and HRA focus on what happened during the Exchange Bank Building process which set off the conflict, and look for a process to resolve the conflict and get the project back on track. A history of the Exchange Bank Project was reviewed, noting the conflict came to a head when the City insisted the demolition be an alternative to eliminating the slums and blight. A lengthy discussion followed regarding how various individuals perceived the problem. It was noted that some of the conflict could be attributed to carryover from perceived difference in the past and misperception of roles. It was also noted that the demolition option was a major concern of Chr. Sprute and Councilmember Mayer. It was agreed that the Council and HRA should move ahead with the proj ect. The Council and HRA listed several possible uses for the building. Councilmember Galler arrived at 8:30 p.m. It was agreed that a meeting should be held with members of the Chamber of Commerce, School Board, HRA, Council and Planning Commission on 5/19/92 at 7:00 p.m. for the following purpose: a. Develop and consider alternatives for the development of the Exchange Bank Building and surrounding properties. b. Narrow the list to five to seven viable alternatives. It was also noted that, while not desirable, demolition still may be an alternative. 2. MOTION by Orr, second by Mayer to adjourn at 9:50 p.m. ~eC~red~ r/f7 Larry Thompson City Administrator Approved
