MINUTES
JOINT COUNCIL/PLANNING COMMISSION
SPECIAL
KAY 12, 1992
1. Mayor Kuchera called the meeting to order at 8:00 P.M.
Members Present: Kuchera, Mayer, Orr, Rotty, Galler.
Members Absent: None.
Also Present: Administrator Thompson, Attorney Harmeyer, Planner Tooker.
2. The purpose of the meeting was to discuss various planning and zoning issues.
3. Administrator Thompson stated that he was concerned about the process followed
with the Ristow and Blaha conditional use permits. It appeared the policy established
by the City Code had not been followed and that it had lead to some hard feelings.
Administrator Thompson added that City staff as well as the Planning Commission
were bound by the City Code and was concerned to hear people referring to items
before the City as "Larry's rules" or "Charlie's plan". Councilmember Orr stated
that he felt the Planning Commission had erred by granting the Ristow Conditional
Use permit and that the surrounding property owners would now have to live with
the mistake. Planning Commission Member Schlawin disagreed, stating that he felt
the Planning Commission had acted properly. A lengthy discussion followed regarding
the Planning Commission following the code and procedures.
4. The following items were also addressed:
a. Garage/Storage facilities - clearer definition and standards need to be adopted.
b. Permit Process - All information, including site plans and building plans must
be submitted before the process begins.
c. Architectural standards need to be developed.
d. Overall Land Use Plan - Land uses should be more clearly specified in a given
area, rather than relying on densities. "Ghost Platting"
should be developed when possible.
e. Low Density Housing (estate lots) areas should be identified and policies developed.
f. High Density Residential - Specific areas should be identified focusing on major
intersections and transitional areas.
s. MOTION by Mayer, second by Orr to adjourn at 10:35 P.M. APIF, MOTION CARRIED.
