MINUTES
COUNCIL MEETING
SPECIAL
AUGUST 10, 1992
1. Mayor Kuchera called the meeting to order at 7:00 P.M.
Members Present: Kuchera, Mayer, Orr, Rotty, Galler.
Members Absent: None.
Also Present: Administrator Thompson.
2. The purpose of the meeting was to discuss solid waste issues. Administrator Thompson
presented an overview of the problems facing solid waste as outlined in the Finance
Director's memo dated August 10, 1992. Mr. Thompson stated that the major concern
was understaffing in solid waste which required the streets, utilities and engineering
departments to contribute staff. The following specific items were addressed:
a. allocation of personnel,
b. mechanical/operational aptitude of personnel,
c. routine maintenance,
d. impact of recycling/revising recycling schedule,
e. future mandates,
f. lost opportunities for grants,
g. timing of personnel changes - 1992 or 1993,
h. scheduling of collections,
i. user fees pay for all operators,
j. various budget scenarios and costs,
k. fees will have to increase in 1993,
I. staff should look at keeping fees at the lower end of the market,
m. reviewed list of administrative responsibilities,
n. possibly setting up solid waste as a separate department, and
o. possibly get quote from a private hauler.
3. It was the consensus of the Council that the City would commit to remain in the
solid waste business for the next five years and directed staff to prepare a five
year plan.
4. MOTION by Orr, second by Mayer to adjourn at 8:30 P.M.. APIF, MOTION CARRIED.
