MINUTES
COUNCIL MEETING
SPECIAL
MAY 10, 1989
1. The Mayor called the meeting to order at 7:00 P.M.
Members Present: Kuchera, Galler, Mayer, McKnight, Sprute.
Members Absent: None.
Also Present: Planner Tooker, Engineer Kaldunski, Parks and Recreation Director Bell,
Liquor Store Manager Asher, Barb McCarthy-SWCD, Administrative Assistant Finstuen.
2. The purpose of the meeting was to hold a work session to review the Storm Water
Management policy as it relates to ponding areas in proposed plats and the need
to have trail easements in and around the ponding areas.
3. Planner Tooker explained the theory for putting a trail system in conjunction
with the storm water management system. Engineer Kaldunski informed the Council
of the need for the protection of wetlands and also inlets to ponding areas. He
said that the ponding areas should be publicly owned both for the best protection
and long term maintenance. The ponding areas would be left in a natural state
other than the major ponding area west of the proposed Essex Avenue which would
be used as a community playfield. Parks and Recreation Director Bell assured the
Council that adopting this policy will not change the Council's policy on park
dedication requirements.
4. MOTION by Kuchera, second by Sprute to accept the proposal of staff to continue
setting aside ponding areas as outlined in the 1985 Comprehensive Storm Drainage
Plan using Storm Water Management fees. These areas are to be publicly owned and
will be designated as open space in the Comprehensive Plan for the City of
Farmington. The wetland ponding areas will not be credited as part of the park
dedication requirement outlined in the City's Subdivision Ordinance. APIF, MOTION
CARRIED.
5. Considering the time of day, the Council felt it was too late to begin working
on the Compensation Plan and scheduled another work session for 7:00 P.M.,
May 24, 1989.
6. MOTION by Sprute, second by Galler to adjourn at 8:45 P.M. APIF, MOTION
CARRIED .
