HomeMy WebLinkAbout06.14.89 Special Council Minutes MINUTES COUNCIL MEETING SPECIAL JUNE 14, 1989 1. Mayor Kuchera called meeting to order at 7:00 P.M. Members Present: Kuchera, Mayer, McKnight, Sprute, Galler Members absent: none Also present: Administrator Thompson 2. The purpose of the meeting was to review the City's compensation plan '- specifically the General Services job descriptions. 3. Administrator Thompson presented a revised engineering chart for the General Services Department, which would remove solid waste from the Assistant Superintendent of General Services and place it under a newly created Solid Waste Foreman position. The plan would also abolish the Solid Waste Coordinator position. Administrator Thompson explained that due to the changes in the Solid Waste Department, managing the department on a day to day basis was taking up too much of the Superintendent and the Assistant Superintendent's time. Concern was expressed regarding the timing of the proposal and the information first being presented at the meeting with no time to review. Administrator Thompson stated that based on the Council's decision to place the compost plans on hold, it was felt that the city could no longer afford the luxury of a coordinator's position, which primarily served a planning function, and a foremans position, which would be primarily a management and operations function. Mr. Thompson stated that since the Council had made it's decision, staff had been working on the reorganization which was just completed that morning. Mr. Thompson added that he felt the Council should not review and approve the existing positions and then reevaluate them in the near future when the change from the coordinators position to foreman. Councilmember Sprute stated that he felt the Coordinator wanted to stay on as the foreman when he took the job. Mr. Thompson stated that when the coordinator had applied for the position he was fully aware that the position would be abolished in the near future, and while he was welcome to apply for the foreman's position, it was not guarenteed that he would be accepted. Discussion followed regarding the delineation between the Maintenance workers. Superintendent of General Services Kaldunski stated that he required persons with additional sewer and water training to relieve the Assistant on weekend "On Call" duty and felt a distinction would be made between maintenance workers with and without the training. Councilmember Mayer and Sprute stated that rather than just looking at splitting the duties of positions below the Superintendent of General Services, that the Council should also look at possibly splitting the Superintendent of General Services and Engineering duties by creating a new department head position. The Council directed staff to research the splitting of the Superintendent and Engineer's duties by reviewing organizational charts of other cities, review the financial impact and report back to the Council. It was the concensus of the Council that it meet in special session on 6-28-89 at 7:00 P.M. to discuss the compensation plan. Motion by McKnight, second by Mayer to authorize Park & Recreation to place an additional portable restroom at the Elementary School. APIF, MOTION CARRIED.
