MINUTES
COUNCIL MEETING
SPECIAL
JUNE 28, 1989
1. Mayor Kuchera called the meeting to order at 7:00 P.M.
Members Present: Kuchera, Mayer, McKnight, Sprute.
Members Absent: Galler.
Also Present: Administrator Thompson.
2. The Purpose of the meeting was to review the City's Compensation Plan,
specifically the Police Department job descriptions. Administrator Thompson
reviewed the changes previously proposed. Police Chief Siebenaler stated that
the main issue of concern was the sergeant's position as it related to being
classified as a supervisor's position under State Law. Mr. Siebenaler listed
ten criteria, six of which must be present in order to be classified as a supervisor.
If the position did not have at least six of the criteria, the position would not
be classified as a supervisor and the sergeant could join the union. A lengthy discus-
sion followed, during which time it was noted that the Sergeant's decision to join
the union would be his option and that presently he could form his own union.
It was the consensus of the Council that even if the duties were not changed,
it would be difficult to qualify him as a supervisor without removing some of
the Chief's authority.
3. The Council reviewed the remaining descriptions noting various changes.
4. MOTION by Sprute, second by Mayer to adjourn at 8:30 P.M. APIF, MOTION
CARRIED .
