MINUTES
COUNCIL MEETING
SPECIAL
SEPTEMBER 13, 1989
1. Mayor Kuchera called the meeting to order at 7:00 P.M.
Members Present: Kuchera, Mayer, McKnight, Sprute, Galler.
Members Absent: None.
Also Present: Administrator Thompson.
2. The purpose of the meeting was to consider sidewalk improvements and discuss
the City's comprehensive plan, specifically Public Works Job Descriptions.
3. Councilmember Mayer stated that he had inspected the sidewalks on the south
side of Oak Street between Division and First Street and stated that some sections
were in very poor shape. Councilmember Mayer stated that those sections should
also be replaced along with the north side. The Council concurred that it was in
poor shape and should be improved. Finance Director Henneke noted that after the
latest use of contingency funds, there was approximately $6,000 left in contingency.
Public Works Director Kaldunski stated that the repairs would cost approximately
$1,200. MOTION by Mayer, second by Kuchera to order the sidewalk on the south
side of Oak between Division and Spruce Streets repaired and the funding to come
from the unfilled Maintenance Worker's position. APIF, MOTION CARRIED.
4. The Council next considered the Public Works' job descriptions. Administrator
Thompson presented an update of all job descriptions on "salmon" colored paper.
A lengthy discussion followed regarding the distinction between Maintenance I and
Maintenance II. Public Works Director Kaldunski stated that the major distinction
would be the sewer and water licenses and the responsibility of being on call for
inspections and emergency repairs. Mr. Kaldunski noted that a person with the
sewer and water licenses would not automatically be promoted to Maintenance II.
It was the consensus of the Council that in order to remain consistent, the
published job description should contain at a minimum a High School diploma
under qualifications. MOTION by McKnight, second by Mayer to approve the
Maintenance I and II positions as presented with minimum qualifications being
changed to High School diploma. APIF, MOTION CARRIED.
5. Mr. Kaldunski notified the Council that with the approval of the Maintenance I
and II positions, he would advertise to fill the Maintenance II position.
6. It was the consensus that the sanitation worker and operator were satisfactory
with the addition of High School diploma under minimum qualifications.
7. MOTION by Mayer, second by McKnight to approve the Public Works job descriptions.
APIF, MOTION CARRIED.
8. It was the consensus of the Council that a special meeting be held on
September 27, 1989 to discuss the 1990 budget and compensation study.
9. MOTION by Mayer, second by Sprute to adjourn at 8:45 P.M. APIF, MOTION CARRIED.
