HomeMy WebLinkAbout10.11.89 Special Council Minutes MINUTES COUNCIL MEETING SPECIAL OCTOBER 11, 1989 1. Mayor Kuchera called the meeting to order at 7:00 P.M. Members Present: Kuchera, Mayer, McKnight, Sprute, Galler. Members Absent: None. Also Present: Administrator Thompson. 2. The purpose of the meeting was to discuss the 1990 Budget and Compensation Plan. 3. Administrator Thompson presented an update on the 1990 Budget. Mr. Thompson stated that the 1990 Solid Waste and Sewer Budget had been completed, but the 5 year analysis was not completed. Mr. Thompson stated that the Finance Director was out of town and therefore they had not been printed yet. Mr. Thompson also stated that he had just received notification regarding the impact of the new tax bill and that the new estimates would be incorporated into the budget by the Finance Director. 4. Mr. Thompson stated that the next phase of the compensation study would be to review the policies and definitions. Mr. Thompson recommended that the Council start working aggressively on the compensation study because the most difficult tasks were ahead and it is getting late in the year. 5. Councilmember Sprute requested a clarification on the special levy. Admini- strator Thompson stated that the Cataract had tentatively agreed on a recommendation to the Council and that the levy would be approximately $5,300. Mr. Thompson noted that the townships picked up about half of the levy through service fees. Councilmember Sprute suggested that the Council consider levying a percentage of a mill for fire relief. 6. Councilmember Sprute stated that he felt a compensation study should be com- pleted for part time employees. Park and Recreation Director Bell stated that the Council should distinguish between permanent and temporary part time, because it was critical to attract quality permanent employees. Administrator Thompson and Councilmember Mayer stated that a compensation plan for part time employees had consistently been a recommendation of the Compensation committee, but because of time constraints, it never got completed. Administrator Thompson noted that in today's job market, it was important that the City remain competitive because part time help could no longer be considered as "volunteer". 7. Administrator Thompson reminded the Council that while the City had until late December to certify its final levy, it was probably going to have to step up deliberations due to other issues, such as the compensation study and the referendum facing the City. 8. The Council next considered the City's compensation plan. Discussion centered on the City's policy relating to merit pay. It was the consensus of the Council that language related to merit pay should be deleted because of the difficulty in administering a merit plan. Administrator Thompson stated he would make the change and submit a new draft. 9. It was the consensus that the Council meet on October 25, 1989 to discuss the 1990 budget and compensation plan; and on October 30, 1989 to discuss the $1.1 million referendum. 10.
