HomeMy WebLinkAbout11.14.89 Special Council Minutes MINUTES COUNCIL MEETING SPECIAL NOVEMBER 14, 1989 1. Acting Mayor Sprute called the meeting to order at 7:00 P.M. Members Present: Sprute, Mayer, McKnight, Galler. Members Absent: Kuchera. Also Present: Administrator Thompson. 2. The purpose of the meeting was to discuss the 1990 Budget and consider various matters relating to Downtown decorations. 3. Administrator Thompson presented an updated budget which was explained in his November 14, 1989 memo. Administrator Thompson explained the various recommended changes which would bring the budget within levy limit guidelines. Administrator Thompson also stated the preliminary levy must be set during the meeting and recommended the Council set the maximum levy. 4. Mayor Kuchera arrived at 7:30 P.M. 5. The following actions were taken. a. MOTION by Sprute, second by Galler to transfer the $5,000 for Fair Hills Park Improvements to Pine Knoll Park improvements ($11,000 total) because of the proximity of the Akin Road Elementary facilities to Fair Hills. APIF, MOTION CARRIED. b. A lengthy discussion followed regarding the purchase of a squad car, Fire Department hose, voting machines, flail mower/tractor, pickup, rink lights, mini crane, Arena glass replacement, materials and supplies, Senior Center, swimming pool and uniforms. MOTION by Sprute, second by McKnight to delete the voting machine ($6,000). APIF, MOTION CARRIED. c. MOTION by McKnight, second by Kuchera to leave the squad replacement in the budget. APIF, MOTION CARRIED. d. MOTION by Mayer, second by McKnight to adopt RESOLUTION NO. R91-89 adopting the preliminary 1989 payable 1990 levy as follows: Debt $ 269,771 General 931,707 Special 5,288 Total $1,206,766 APIF, MOTION CARRIED. 6. Administrative Assistant Finstuen presented the following programs relating to Downtown Beautification: a. 4 Christmas Trees would be decorated in white ribbons remembering Jacob Wetterling and 4 Christmas Trees would be decorated in red signifying the City's support for a drug free society. Donations would be accepted which would be divided between the Missing Children Fund and SADD. b. Donations were solicited from Downtown merchants for Christmas lights to be placed in the trees downtown. Staff would assist in installing the lights. MOTION by McKnight, second by Mayer to adopt RESOLUTION NO. R92-89 accepting donations from various businesses to purchase Christmas lights. APIF, MOTION CARRIED. 7. MOTION by Sprute, second by Kuchera to issue a proclamation relating to the 8 Christmas trees to be placed in Downtown planters symbolizing the search for Jacob Wetterling and support of a drug free society. APIF, MOTION CARRIED. 8. It was the consensus of the Council to meet on November 29, 1989 at 7:00 P.M. to discuss the City's Compensation Plan. 9.
