HomeMy WebLinkAbout11.29.89 Special Council Minutes MINUTES COUNCIL MEETING SPECIAL NOVEMBER 29, 1989 1. Mayor Kuchera called the meeting to order at 7:00 P.M. Members Present: Kuchera, Mayer, McKnight, Galler. Members Absent: Sprute. Also Present: Administrator Thompson. 2. The purpose of the meeting was to discuss the City's Compensation Plan. It was the consensus of the Council that it would concentrate on establishing the grade for the Maintenance II position and establishing 1990 salaries. 3. Administrator Thompson reviewed his memo dated November 28, 1989 relating to the Maintenance Worker II position. Administrator Thompson noted that the pre- liminary review had rated the position a Grade 6, but since it fell within 5 points of the grade minimum, it was to be classified as a Grade 5 until ratified by the Council. Concern was expressed regarding the possibility of the position being re- classified as a Grade 5 when the Council completed the review of all positions. Public Works Director Kaldunski noted that it was a possibility, but because of the required qualifications, it made sense that it be rated above a Maintenance I which was presently a Grade 5. If the Maintenance I fell out below a Grade 5, the whole line would shift dramatically. It was the consensus that anyone appointed to the Maintenance II position should be made fully aware that the position was to be reviewed and may fall a grade. MOTION by Kuchera, second by Galler to approve the Maintenance II Worker as a Grade 6 as recommended in the Public Works Director's memo dated September 18, 1989 and to inform any candidate for the position that the position may be reevaluated and may drop. APIF, MOTION CARRIED. 4. The Council next considered the 1990 wages as recommended in the Administrator's memo dated November 28, 1989. The proposal called for all positions except those on 2 year steps to be brought up to midpoint and all employees to receive a 4% in- crease. Concern was expressed regarding a major shift in the line which may be caused by the reevaluation of all positions by the Council. Administrator Thompson stated that the Department Heads should inform their employees of the reevaluation and that if the line shifted upwards, salary increases would be granted retroactively to January 1, 1990 and if the line shifted downwards the salaries would be adjusted accordingly on January 1, 1991. Councilmember Galler stated that the wages of any employees above the payline should be frozen. Mayor Kuchera expressed strong concern that the Park and Recreation Foremen should not be paid less than the Maintenance I Workers. Administrator Thompson stated that it was a legitimate concern, but that the gap had steadily been narrowing since the pay plan had been adopted and that the situation may be rectified when the Council reevaluates the positions. MOTION by Galler, second by Kuchera to adopt the 1990 salaries as listed in Appendix "A" of the Administrator's November 28, 1989 memo and that pending the outcome of the Council reevaluation, if the line shifts upward, increases will be granted retro- actively to Janu~ry 1, 1990 and if it shifts down, adjustments will be made on January 1, 1991;'( APIF, MOTION CARRIED. ~ ~ 11"d/n '?n/~ 5. Administrator Thompson noted that the Council had previously set a public hearing on December 13, 1989 but it may not be necessary pending the outcome of the December 4, 1989 budget hearing. It was the consensus that the Council meet on December 13, 1989 regardless of the action taken at the December 4, 1989 meeting. 6. MOTION by Galler, second by McKnight to adjourn at 9:20 P.M.
