MINUTES
COUNCIL MEETING
SPECIAL
JANUARY 28, 1990
1. Mayor Kuchera called the meeting to order at 7:00 P.M.
Members Present: Kuchera, Mayer, Sprute, Galler.
Members Absent: McKnight.
Also Present: Administrator Thompson.
2. The purpose of the meeting was to review the City's compensation plan regarding
the evaluation of positions. Administrator Thompson presented an overview of
the process noting that it was the most difficult of the steps and, if the Council
was going to "start from scratch", it would take several meetings. Councilmember
Mayer concurred and suggested the Council set a time line. A lengthy discussion
followed regarding the method of evaluation and clarifying the definitions.
Administrator Thompson recommended the definitions be clarified to the point that
the Council felt comfortable with the ratings for each factor, but cautioned the
Council not to "redefine" because it may invalidate the study. It was the consensus
that the Council should not formally evaluate the positions without Councilmember
McKnight present, but should evaluate them on their own during the next month and
set another meeting.
3. MOTION by Galler, second by Sprute to adjourn at 8:40 P.M. APIF, MOTION CARRIED.
