MINUTES
COUNCIL MEETING
SPECIAL
IDLY 25, 1990
1. Mayor Kuchera called the meeting to order at 7:00 P.M.
Members Present: Kuchera, Mayer, McKnight, Sprute.
Members Absent: Galler.
Also Present: Administrator Thompson.
2. The purpose of the meeting was to consider granting waivers of the 60 day waiting
period for the Kasota Boosters Club/Farmington Lanes and the Farmington Area Chamber
of Commerce/Longbranch Saloon gambling licenses.
3. Dale Franke stated that Farmington Lanes had been without pull tabs since last
March and that it was hurting his business. Mr. Franke noted that he had tried to
solicit legal organizations such as Youth Hockey and the Lion's Club, but they had
not moved on obtaining a license. Mr. Franke added that the Kasota Booster Club
had agreed to allow Farmington Lanes the right to designate 75% of the net profits
to local organizations. Administrator Thompson stated that the Council had the
authority to designate by ordinance the percentage of net profits which are to stay
in the area, but that the requirement had to be enforced with all charitable gambling
and that it could not designate more than 10% to specific projects or organizations.
The Council expressed concern regarding a non-local organization operating pull tabs
in Farmington and having the profits taken out of the City. Mayor Kuchera noted that
while 25% of the profits would leave, 75% would remain. Councilmember Mayer stated
that he felt uncomfortable with the arrangement, but that it appeared it would help
a local business. Councilmember Sprute also added he did not like the arrangment,
but the bowling alley was an important business in the community and the City should
help it stay open any way it could. MOTION by McKnight, second by Kuchera to adopt
RESOLUTION NO. RSI-90 waiving the 60 day waiting period for the Kasota Boosters Club
charitable gambling license application. APIF, MOTION CARRIED.
4. MOTION by Kuchera, second by McKnight to adopt RESOLUTION NO. RS1-90 wa1v1ng the
60 day waiting period for the Farmington Area Chamber of Commerce charitable gambling
license application. APIF, MOTION CARRIED.
5. MOTION by McKnight, second by Kuchera to adjourn at 8:00 P.M.
CARRIED.
