HomeMy WebLinkAbout08.15.90 Special Council Minutes MINUTES COUNCIL MEETING SPECIAL AUGUST 15, 1990 1. Mayor Kuchera called the meeting to order at 7:00 P.M. Members Present: Kuchera, Mayer, McKnight, Sprute, Galler. Members Absent: None. Also Present: Administrator Thompson. 2. The purpose of the meeting was to review the City's Compensation Plan and review the 1991 Operating Budget. The Council first reviewed the Assistant Engineer's position. A lengthy discussion followed regarding the organization of the Public Works Department relating to Engineering and Solid Waste. MOTION by McKnight, second by Galler to approve the Assistant Engineer's position description. VOTING FOR: McKnight,. Kuchera, Sprute, Galler. AGAINST: Mayer. MOTION CARRIED. 3. The Council next considered the 1991 Operating Budget. Administrator Thompson and Finance Director Henneke presented an overview of the budget, noting that the Debt Service portion had not been completed at this time, and that the Council should focus on the 5 Year CIP because of anticipated major expenditures. Councilmember Sprute asked how the special levy for the fire fighters pension had been determined. Mr. Thompson indicated that since the City Council had not received the pension request, it was only an estimate, but would be changed once the Council had adopted the 1991 pension benefits. 6.
