MINUTES
COUNCIL MEETING
SPECIAL
AUGUST 22, 1990
1. Mayor Kuchera called the meeting to order at 7:00 P.M.
Members Present: Kuchera, Mayer, McKnight, Galler.
Members Absent: Sprute.
Also Present: Administrator Thompson.
2. The purpose of the meeting was to review the 1991 Operating Budget. Administrator
Thompson stated that the Council should be mainly concerned with philosophical as-
pects of the budget since the budget was still in the preliminary stage. Administrator
Thompson noted that the Council had to adopt a preliminary levy/budget by September
and that fine tuning could occur during future budget work sessions and the public
hearings.
3. Councilmember Sprute arrived at 7:15 P.M.
4. The following items were discussed:
a. Differentiate between Materials and Supplies.
b. Employee appreciation.
c. Review of City's health insurance.
d. Additional personnel (Park and Recreation Programmer to full time and Solid
Waste Foreman).
e. Council chairs and City Hall lunchroom.
f. Vehicles (general) and fleet policy.
g. 2 ton Solid Waste pickup and grader.
h. Switching swimming pool freezer to baby pool filter.
i. Evergreen Knoll shelter.
j. City Hall computer equipment - networking, lazer printer and coordination
of equipment purchase.
k. Need for staffing.
1. Fair Hills Park improvements.
m. Mt. Dew Days.
n. Consider part time Fire Marshal - approximately $15,000.
o. Signs for Fairground parking ban.
p. Fuel will probably need to be increased.
5. Councilmember Sprute stated that he was opposed to the proposed 9% levy increase.
Administrator Thompson stated that he felt it was appropriate in light of State LGA
cuts, the growth in City population and tax base, and the cost of living increase.
Administrator Thompson noted that the City had increased the levy over 15% last year,
yet the City's share of property taxes declined.
6. It was the consensus of the Council that they meet on August 29, 1990 to discuss
the budget.
7. The Council commended the Fire Department and Sergeant Churchill for their prompt
action in extinguishing the fire downtown.
8. MOTION by Mayer, second by McKnight to adjourn at 9:05 P.M.
