HomeMy WebLinkAbout08.29.90 Special Council Minutes MINUTES COUNCIL MEETING SPECIAL AUGUST 29, 1990 1. Mayor Kuchera called the meeting to order at 7:00 P.M. Members Present: Kuchera, Mayer, McKnight, Sprute, Galler. Members Absent: None. Also Present: Administrator Thompson. 2. The purpose of the meeting was to consider the 1991 Operating Budget and Tax Levy. Finance Director Henneke presented the updated debt service report. Mr. Henneke noted that there appeared to be a problem with the 1986A Bond issue which would require further analysis. Mr. Henneke also stated that the City was carrying a large amount of Green Acres which would require monitoring. Mr. Henneke explained how Green Acres revenue was projected. A lengthy discussion followed regarding debt service. Administrator Thompson stated that while the City's debt situation was in good shape today, the City should be prepared in the event Green Acre revenues do not come in as expected. Councilmember Sprute stated that the Council knew the risks when the utilities were extended to the Industrial Park area and that it was worth the risk. Finance Director Henneke indicated the pro- posed debt levy did not include any debt levy reductions in order to retain the most flexibility when setting the final debt levy. 3. Administrator Thompson explained that the City had to certify the preliminary levy and budget and set two public hearings by September 1, 1990. The County would then send out "generic" tax statements showing the impact of the proposed levy on property taxes and noting the public hearing dates. Finance Director Henneke recommended the Council set the General Levy and Debt Levy at the legal limits because the levies could not be increased (only decreased) during the public hearing process. 4. Councilmember Sprute noted that the budget was a good blueprint to work from and that the resolution should be adopted as presented. 5. MOTION by McKnight, second by Kuchera to adopt RESOLUTION NO. R60-90 approving the preliminary 1991 Operating Budget and certifying the proposed 1991 Tax Levy as follows: Debt Levy Fire Relief Levy General Levy Total $ 319,089.00 8,620.00 1,016,385.00 $ 1,344,094.00 APIF, MOTION CARRIED. 6.
