HomeMy WebLinkAbout09.26.90 Special Council Minutes MINUTES COUNCIL MEETING SPECIAL SEPTEMBER 26, 1990 1. Mayor Kuchera called the meeting to order at 7:00 P.M. Members Present: Kuchera, Mayer, McKnight, Sprute. Members Absent: Galler. Also Present: Administrator Thompson, Attorney Grannis. 2. The purpose of the meeting was to consider the Fairgrounds sewer and water agree- ments and the City Compensation Plan. 3. Administrator Thompson presented the final updated version of the Fair Board and Extension Office service agreements as outlined in the September 26, 1990 packet. Fair Board representatives James Backstrom and Jerry Stelzel stated that the Fair Board had reviewed the agreements and had approved them. It was the consensus of the Council that the sewer and water agreements were acceptable as long as the service did not cost the taxpayers of Farmington any money. MOTION by McKnight, second by Kuchera to adopt RESOLUTION NO. R69-90 approving the construction and service agreements with the Fair Board with changes recommended in the September 26, 1990 information packet. APIF, MOTION CARRIED. 4. MOTION by Kuchera, second by McKnight to adopt RESOLUTION NO. R7o-90 awarding the Fairground Sewer and Water Project No. 87-7, base bid and alternate #2, to Richard Knutson, Inc. contingent upon the Fair Board executing the appropriate agreements and posting surety. APIF, MOTION CARRIED. 5. MOTION by McKnight, second by Mayer to adopt RESOLUTION NO. R71-90 approving the services agreement with the Dakota County Extension Office. APIF, MOTION CARRIED. 6. The Council next considered the City' Compensation Plan. Finance Director Henneke presented an update on the 1990 Comparable Worth legislation noting the changes which affect the City's Compensation Plan. A lengthy discussion followed. It was the con- sensus that since Councilmember Galler was not present, the Council would not review the benchmarks. It was also the consensus of the Council to discuss this matter at the October 1, 1990 regular meeting. 7. MOTION by Mayer, second by Kuchera to adjourn at 8:30 P.M. APIF, MOTION CARRIED.
