MINUTES
COUNCIL MEETING
SPECIAL
OCTOBER 10, 1990
1. Mayor Kuchera called the meeting to order at 7:00 P.M.
Members Present: Kuchera, Mayer, McKnight, Sprute, Galler.
Members Absent: None.
Also Present: Administrator Thompson.
2. The purpose of the meeting was to review the City's compensation plan.
Administrator Thompson informed the Council that the next step was to review the
bench marks to see if the rankings were reasonable, then to review the final grades.
Councilmember Sprute stated that he was disappointed with the October 9, 1990 memo
from the Finance Director which outlined potential salary cuts because the Council
was not considering impacts on salaries at this time. Administrator Thompson
stated the memo was written in response to confusion whereby some people felt the
positions had not changed after Council review. Councilmember Galler stated that he
felt confused over the process as it related to benchmarks, and that he would like
more Department Head input into the rankings since they were closer to the positions.
Councilmember Galler requested that Department Heads had the opportunity for input
during Council review, that the Council had used that method before and that now
the Council was doing the actual review. Mayor Kuchera stated the study was very
complicated. Councilmember Galler stated that another opinion would not hurt.
A lengthy discussion followed regarding the appropriateness of Department Head
review. MOTION by Galler, second by Kuchera to direct staff to review the benchmark
rankings and report back in writing to the Council. Voting For: McKnight, Kuchera,
Sprute, Galler. Against: Mayer. MOTION CARRIED.
3. Councilmember Sprute stated that if Department Heads were going to be allowed
to submit a written response, all employees should be directed to review.
Administrator Thompson stated that Department Head review was going to be a lengthy
process, and that the Department Heads already had a working knowledge of the system.
Administrator Thompson stated that full employee review would take a very long
time. MOTION by Sprute, second by Mayer to direct all employees to review the
benchmark rankings. Voting For: Sprute, Mayer. Against: McKnight, Kuchera,
Galler. MOTION FAILED.
4. MOTION by Kuchera, second by McKnight to adjourn at 9:15 P.M. APIF, MOTION
CARRIED.
