COUNCIL MEETING
SPECIAL
DECEMBER 11, 1990
1. Mayor Kuchera called the meeting to order at 7:00 P.M. at the Senior Center.
Members Present: Kuchera, Mayer, Sprute, Galler.
Members Absent: McKnight.
Also Present: Administrator Thompson
2. The purpose of the meeting was to discuss the City's Compensation Plan. The
Council reviewed a report prepared by staff per Council directive which included
staff recommendations regarding ratings, Council rating and present rating. The
Council discussed how it should go about the review. Councilmembers Galler and
Mayer noted various changes they favored. Councilmember Sprute stated that if it
was the Council's intent to change ratings, he would need additional time to review
the job descriptions. Various staff members stated that it was becoming frustrating
to the employees that progress had been slow and would like to see some decision.
Councilmember Mayer stated that it appeared that the Council was close and that he
was in a position to approve the ratings with some minor changes. Councilmember
Sprute suggested the Council review the rating and make a final decision. Admini-
strator Thompson stated the Council should not make any final decision on the plan
until it has a chance to review the final grades. The Council agreed to review
the positions.
3. MOTION by Galler, second by Kuchera to change the Administrative Assistant
Know How to an E+. Voting for: Kuchera, Galler. Against: Sprute, Mayer. MOTION
FAILED.
4. Councilmember Mayer clarified his vote stating that he was in favor of an E.
MOTION by Galler, second by Mayer to change the Administrative Assistant Know How
to an E. APIF, MOTION CARRIED.
5. MOTION by Sprute, second by Mayer to change the Public Works Director Know How
from a G to an F+. ' Voting for: Mayer, Kuchera, Sprute. Against: Galler. MOTION
CARRIED.
6. Councilmember Galler stated that he agreed the Administrator and Public Works
Director should be rated at the same level, but that the Administrator should have
been increased to a G.
7. MOTION by Sprute, second by Mayer to have the Solid Waste Coordinator Know How
remain at an E. Voting for: Mayer, Sprute. Against: Kuchera, Galler. MOTION
FAILED.
8. MOTION by Kuchera, second by Galler to increase the Police Officer's Know How
to E. Voting for: Kuchera, Galler, Mayer. Abstain: Sprute. MOTION CARRIED.
9. Councilmember Galler requested that staff prepare Jobs by Grade based on the
present ratings, staff ratings and revised Council ratings.
10. MOTION by Mayer, second by Sprute to adjourn at 9:10 P.M. APIF, MOTION CARRIED.
