MINUTES
COUNCIL MEETING
SPECIAL
DECEMBER 13, 1990
1. Mayor Kuchera called the meeting to order at 7:00 P.M.
Members Present: Kuchera, Mayer, McKnight, Sprute, Galler.
Members Absent: None.
Also Present: Administrator Thompson.
2. The purpose of the meeting was to discuss the City's Compensation Plan. Finance
Director Henneke presented a report on the results of "Jobs by Grade" based on
staff, Council and present factor ratings. Councilmember Mayer stated he found the
report helpful and stated that only two positions raised red flags because one had
gone up two grades (Administrative Assistant) and one had gone down two grades (Solid
Waste Coordinator). Councilmember Mayer stated he had reviewed the positions and
felt the Administrative Assistant was rated properly, but that the Solid Waste
Coordinator should be reviewed. Administrator Thompson explained how the grades
were arrived at based on the factor ratings. Councilmember Galler stated he had
also reviewed the report and in addition to the positions mentioned by Councilmember
Mayer, he was also concerned with a number of other positions.
3. Councilmember McKnight stated the Administrative Assistant should be reviewed
because he did not believe it was rated high enough. MOTION by Galler, second by
McKnight to change the Administrative Assistant's Know How to E+. Voting for:
McKnight, Kuchera, Galler. Against: Mayer, Sprute. MOTION CARRIED.

5. Councilmember Galler recommended that the Parks and Recreation Director and
Public Works Director's Management Factor should be distinguished from the other
Department Heads because of the complexity of their respective Departments.
Councilmember Mayer stated that the Council was just adding +'s to various factors
to bump positions up a grade. Councilmember Mayer stated that if that was the case,
the Council should just make a motion to accept staff recommendations. Council-
member Galler stated that he did not agree with all of the staff's recommendations
and some of his recommendations would result in positions falling a grade. MOTION
by Galler, second by Kuchera to change the Parks and Recreation Director's Manage-
ment Factor to E+. Voting for: Kuchera, Galler, McKnight, Against: Sprute, Mayer.
MOTION CARRIED.
6. MOTION by Galler, second by Kuchera to change the Parkkeeper Know How to an A.
Voting for: Galler, Kuchera. Against: Sprute, Mayer, McKnight. MOTION FAILED.
7. MOTION by Galler, second by McKnight to change the Parkkeeper Management to
an A. Voting for: Galler, McKnight, Kuchera. Against: Mayer, Sprute. MOTION
CARRIED.
8. MOTION by Kuchera, second by McKnight to change the Public Works Director's
Management to an E+. Voting for: McKnight, Kuchera, Galler. Against: Mayer,
Sprute. MOTION CARRIED.

9. Councilmember Sprute stated that he did not understand how the Council was
distinguishing between +'s or straight grades. Councilmember Galler stated it
was his opinion that the Public Works Director and Parks and Recreation Director
should be distinguished from other departments under Management because of the
diversity of their departments, but did not feel they should be rated on the same
level as the Administrator. Mayor Kuchera and Councilmember McKnight stated that
if there were no +'s there would probably have to be more letters to distinguish
positions.
10. Councilmember Galler stated that the Street Utility Foreman should be changed
to a D under Management because the position had more diversity than the Parks and
Recreation Foreman. Councilmember Sprute disagreed, stating that most of the
activities in streets and utilities were relatively on a consistent schedule. No
action was taken.
11. Councilmember Galler stated that Street/Utility Foreman Contacts should be
changed to a D because a lot of his contacts were non-routine.Councilmember
Sprute disagreed, stating that most contacts were routine. MOTION by McKnight,
second by Kuchera to change the Street and Utility Foreman's Contacts from C+ to
D. Voting for: McKnight, Kuchera, Galler. Against: Sprute, Mayer. MOTION
CARRIED.
12. MOTION by Galler, second by McKnight to change the Street and Utility Foreman's
Supervision to B3 since it did not involve true supervisory activities. APIF,
MOTION CARRIED.
13. MOTION by Kuchera, second by Galler to change the Maintenance II Contacts
from B to B+. Voting for: Galler, McKnight, Kuchera. Against: Sprute, Mayer.
MOTION CARRIED.
14. MOTION by Galler, second by McKnight to change the Solid Waste Coordinator's
Know How from E to E+. Voting for: McKnight, Galler. Against: Mayer, Kuchera,
Sprute. MOTION FAILED.
15. MOTION by Galler, second by McKnight to change the Solid Waste Coordinator
Management from C to D. Voting for: McKnight, Galler. Against: Mayer, Kuchera,
Sprute. MOTION FAILED.
16. Administrator Thompson informed the Council that he was going to attend a
meeting at the Met Council the next day and it was anticipated that 2 regional
airport search areas adjacent to Farmington would be announced. Administrator
Thompson outlined the areas and showed a scale of the airport. Administrator
Thompson stated that he would report back to the Council.
16. MOTION by Sprute, second by Mayer to adjourn at 9:10 P.M. APIF, MOTION CARRIED.
