HomeMy WebLinkAbout02.23.87 Work Session Minutes MINUTES COUNCIL MEETING WORK SESSION FEBRUARY 23, 1987 1. Mayor Akin called the meeting to order at 7:00 P.M. Members Present: Akin, Kelly, Mayer, Sprute. Members Absent: Uhl. Also Present: Administrator Thompson. 2. The purpose of the work session was to discuss legislative issues, fiscal matters and the Henderson ditch. 3. Administrator Thompson addressed the Council on the Governor's proposed budget and the impact it would have on the City taxes. Items also discussed were sales tax on gasoline, the Container Bill and its impact on the Liquor Store, the proposed State Capital Outlay Budget, and the elimination of the gross operating tax on Cantebury Downs. It was the consensus that the Administrator draft a letter to Rep. Tompkins addressing its concerns. 4. Administrator Thompson next presented a 5 year summary for Capital Outlay. Mr. Thompson explained that the Department Heads were working on their re- spective Capital Outlay Budgets at this time and would present them during Spring. Mr. Thompson stated that, based on past borrowing and future ex- penditures, the mill rate dedicated for capital outlay expenditures would have to be increased. 5. The Council next discussed the Henderson Ditch proposal. Administrator Thompson stated that the Hendersons refused to sign the easement agreement because of downstream concerns and, therefore, the only alternative available would be condemnation if the Council wished to proceed with the project. The Council directed staff to contact the Hendersons and their attorney to discuss the matter further. 6. Motion by Mayer, second by Akin to adjourn at 9:15 P.M. APIF, motion carried.
