HomeMy WebLinkAbout09.15.87 Special Council Minutes MINUTES COUNCIL MEETING SPECIAL SEPTEMBER 15, 1987 1. Mayor Akin called the meeting to order at 5:30 P.M. Members Present: Akin, Kelly, Mayer, Sprute. Members Absent: Uhl. Also Present: Administrator Thompson. 2. The purpose of the meeting was to consider the bids for Project 87-3 (First Street Rehab), discuss the fire hall erosion problem and receive an update on improving County Road #64. 3. City Engineer Tom Kaldunski presented the following bid for Project 87-3: FIRM BID $183,582.95 Bituminous Roadways Mr. Kaldunski stated that the bid was approximately $40,000 above engineer's estimate because the bid included dewatering for the sewer, which was not necessary. Mr. Kaldunski indicated that the contractor was willing to reduce the bid. Administrator Thompson stated that according to the City Attorney the bid could not be reduced. Mayor Akin asked if delaying the project would jeopardize the improvement bond. Administrator Thompson stated the City was obligated to spend 10% of the proceed within 6 months of the sale and 85% within 3 years. It was the consensus of the Council to receive a written opinion from Springsted, Inc. before making a decision on the bid. Motion by Akin, second by Sprute to receive the aforementioned bid. APIF, motion carried. 4. Administrator Thompson informed the Council that all bond proceeds from the fire hall project had been spent. Mr. Thompson indicated that the cash balance remaining in the fund was for debt service. City Engineer Kaldunski stated that he had not received any quotes from the project at this time. The Council directed staff to analyze the August financial statement to identify potential funds and to obtain 2 written quotes. 5. Administrator Thompson stated that because of a mix up, the County Road #64 matter was not on the previous County Board meeting. Mr. Thompson stated that it was his intention to pursue the matter at the next County Board meeting. 6. Motion by Kelly, second by Mayer to adjourn at 6:05 P.M. APIF, motion carried.
