MINUTES
COUNCIL MEETING
SPECIAL
JULY 26, 1988
1. Mayor Kelly called the meeting to order at 8:00 P.M. at the Empire Town Hall.
Members Present: Kelly, Mayer, Sprute, Donaldson.
Members Absent: None.
Also Present: Administrator Thompson.
2. The purpose of the meeting was to discuss the siting of the proposed solid
waste conversion plant on the Empire Waste Water Treatment property with the
Empire Town Board. Administrator Thompson gave a brief overview of the project
and noted differences between the proposed Farmington plant and the Preston plant.
The following concerns were expressed by the Town Board:
a. Decrease in adjacent property values.
b. Blowing debris.
c. Smell.
d. Traffic.
e. Size of the plant.
Robert Williamson and Administrator Thompson explained that all the concerns could
be addressed in the design of the plant or the permit issued by the Town Board.
It was the consensus of the Council and Board that an informational meeting be
held to hear concerns of citizens and answer questions.
3. A special meeting was set for August 24, 1988 at 7:30 P.M. at the Dakota
County Extension Office.
4. The meeting was adjourned at 9:00 P.M.
