MINUTES
COUNCIL MEETING
SPECIAL
AUGUST 24, 1988
1. Administrator Thompson administered the Oath of Office to newly appointed
Councilmember Galler.
2. Mayor Kelly called the meeting to order at 7:30 P.M. at the Dakota Extension
Building.
Members Present: Donaldson, Galler, Kelly, Mayer, Sprute.
Members Absent: None.
Also Present: Administrator Thompson.
3. The purpose of the meeting was to meet in conjunction with the Empire
Town Board to discuss the proposed Solid Waste Conversion Plant.
4. Solid Waste Coordinator Robert Williamson presented a brief overview of the
project and explained the process used to select the Empire Wastewater Treatment
Plan as the proposed site. The following concerns/comments were expressed.
a. Escalating costs of solid waste disposal.
b. Traffic.
c. Smell - Conversion Plat and Wastewater Treatment Plant.
d. Blowing debris.
e. Assuring Empire residents would benefit from the plant.
f. Plant size too small.
7. Input by Empire Town Board.
5. Mr. Williamson indicated that all the concerns could be worked out from a
technical aspect except the assurance of a benefit to Empire residents and input
into the operation by the Town Board. Administrator Thompson stated the Board
would have a certain amount of control through the conditional use permit, but
because the Board did not have centralized control over its solid waste collection
like Farmington, the City could not assure the private haulers would pass the
benefit to the customers. Discussion followed regarding Empire enacting a
franchise ordinance controlling all solid waste in Empire Township and the
possibility of establishing an advisory board consisting of City and Township
officials. The Town Board invited Administrator Thompson to a future Board meeting
to further discuss the matter.
6. MOTION by Sprute, second by Mayer to adjourn at 9:35 P.M. APIF, MOTION CARRIED.
