HomeMy WebLinkAbout10.06.88 Special Council Minutes MINUTES COUNCIL MEETING SPECIAL OCTOBER 6, 1988 1. Mayor Kelly called the meeting to order at 7:15 P.M. Members Present: Donaldson, Galler, Kelly, Mayer, Sprute. Members Absent: None. Also Present: Administrator Thompson, Attorney Grannis. 2. Mayor Kelly opened a public hearing at 7:15 P.M. to consider the proposed assessment roll for Project 88-2. Administrator Thompson gave an overview of the project summarizing the project costs and assessment policy. The following testimony was given: Dennis Komorouski: Larry Thompson: of the assessment roll. Dennis Komorouski: Larry Thompson: Mayor Kelly: Thomas Kaldunski: Can I prepay the assessment? You can pay in full or partial payment at the Clerk's office or County Auditor within 30 days of adoption What is the interest rate? 8.35%. When is the estimated completion date? November 15th is the deadline, but I expect it to done sooner. Mayor Kelly opened a public hearing at 7:30 P.M. to consider the proposed assessment roll for Project 88-3. The hearing was continued until later in the meeting. (88-2 Hearing): Councilmember Sprute: The curb and gutter grades look good so far. I anticipate they won't match the existing grades between Oak and Main because the streets have been widened. Tom Kaldunski: Dale Empey: Tom Kaldunski: Counci1member Sprute: That's true, but we will slope the boulevards back 6 feet. Will the same sodding contractor be used that installed the 1986 improvement sod? No. Would you explain the Walnut/Maple storm sewer? Tom Kaldunski: A 48" pipe was installed which is connected to an 18" pipe. The storm sewer problem will be alleviated somewhat, but I still anticipate intersection flooding until the storm sewer is extended to the river. Councilmember Sprute: Tom Kaldunski: Will the intersection have to be torn up when the storm sewer is extended. A portion will have to be cut. Councilmember Sprute: Tom Kaldunski: Have all trees been removed and new trees ordered? Yes. Mayor Kelly closed the hearing. 3. MOTION by Kelly, second by Galler to adopt RESOLUTION NO. R71-88 adopting the proposed assessment roll for the 1988 Street Improvement Project (88-2). APIF, MOTION CARRIED. 4. Mayor Kelly reopened the public hearing to consider the proposed assessment roll for Project 88-3. Administrator Thompson presented an overview of the project, outlining the costs and method of assessments. No testimony was presented. Mayor Kelly closed the hearing. 5.. MOTION by Mayer, second by Sprute to adopt RESOLUTION NO. R72-88 adopting the assessment roll for the 195th street Project (88-3). APIF, MOTION CARRIED. 6. The Council next considered a recommendation to accept the Whispering River Townhouse Project. Engineer Kaldunski stated the trail had been moved off of the parkland and that the developer had indicated he would level and seed the boulevard but not resod. It was the consensus of the Council that the boulevard along Division Street was in extremely poor condition and should be improved. Councilmember Sprute suggested that since the developer had installed sod once and that it appeared that most of the damage occurred during the installation of the sidewalk which the City participated in, that the City install the sod. Councilmember Mayer stated that the City should not have to install the sod because much of the damage could be attributed to delay by the developer. It was the consensus of the Council that the City would share the costs with the developer. Councilmember Sprute noted that the material used in the trail was not actually tree bark. Engineer Kaldunski stated that wood chips was an acceptable substitute. Councilmember Sprute also noted that construction debris had been left in the flood plain. MOTION by Donaldson, second by Kelly to accept the Whispering River Townhouse Project and release all but $500 of the escrow contingent upon the following: a. Developer agrees to prepare the boulevard a1.ong Division Street for sodding. b. Developer removes the construction debris from the flood plain. APIF, MOTION CARRIED. 7.
