MINUTES
COUNCIL MEETING
SPECIAL
NOVEMBER 14,1988
1. Mayor Kelly called the meeting to order at 6:30 P.M.
Members Present: Kelly, Sprute, Mayer.
Members Absent: Donaldson, Galler.
Also Present: Administrator Thompson, Attorney Grannis.
2. The purpose of the meeting was to set the surety amount for the requested
mayoral recount. Administrator Thompson presented a memo explaining the recount
procedure and proposing a surety of $90.80. Member Galler arrived at 6:35 P.M.
3. Questions followed regarding the recount procedure. Deputy Clerk Finstuen
explained the procedures used in the General Election and how they would apply
to the recount. Attorney Grannis explained the laws and rules governing the
recount. MOTION by Kelly, second by Sprute to set the surety for the recount at
a minimum of $90.80. APIF, MOTION CARRIED.
4. Councilmember Donaldson, who was present in the audience, stated that he
would abstain from any participation with the Council regarding the recount.
5. MOTION from Kelly, second by Galler to set the Canvassing Board meeting to
certify the results of the mayoral election recount for November 16, 1988.
APIF, MOTION CARRIED.
6. Several questions followed regarding potential problems which could be
encountered during the recount.
7. MOTION by Sprute, second by Mayer to adjourn at 7:30 P.M. APIF, MOTION CARRIED.
