Members Present: Akin, Kelly, Mayer. Members Absent: Orr, Sprute. Also Present: Administrator Thompson, Attorney Gorgos, Local 320 Steward Jerry Wacker, Police Chief Whittingham, Herb Custer from the Bureau of Mediations. 2. The purpose of the meeting was to discuss the 1985 Police Officers Labor Agreement before a representati ve of the State ~,1edi ati on Board. 3. Mayor Akin stated, for the record, that the City had wished to meet on a regular meeting night, but the request was not granted by the Mediation Board. Therefore, two of the Councilmembers were not present at the meeting. 4. It was the consensus of the City Council that before mediation began it would consider approving an application for a McKnight Foundation Grant. Administrator Thompson explained that the grant would be used to improve the southeast corner of the senior center and that most of the City.s contribution would come from in-kind services. Motion by Kelly, second by Mayer to adopt Resolution No. R9-85 approving a McKnight Foundation Grant to improve the southeast corner of the senior center. APIF, motion carried. 5. Mr. Custer requested which items were at an impasse. It was the consensus of the City and Local 320 that the following items were at an impasse: 1. Salaries 2. Longevity pay 3. Health Insurance 4. Dental Insurance 6. Union Steward Wacker, business agent Weisenberger and mediator Custer left at 7:13 P.M. to caucus. Mr. Custer returned at 7:40 P.M. Mr. Custer stated that it remained the Union's position that salaries increase 5% over 1984, longevity pay double with a step added after 20 years, an increase in health insurance contribution and dental insurance added to the contract. It was the consensus of the City Council that the City's position remain at a 4.4% increase, no change in longevity pay, an increase in the health insurance policy and dental insurance added. It was indicated that the health and dental insurance policy would be the same as other non-union employees. It was further stated that the changes were being submitted asa package and all would have to be agreed upon before the City would also agree. Mr. Custer left at 8:00 P.M. to caucus with Local 320. Mr. Custer returned at 8:15 P.M. and indicated that the union did not agree with the City.s offer. Mr. Custer stated that he would recommend that the union certify the issues to impasse. 7. Motion by Kelly, second by Akin to adjourn at 8:30 P.M. APIF, motion carried. Approved ~L//g5
