COUNCIL MEETING
SPECIAL
APRIL 22, 1985
1. Mayor Akin opened the meeting at 7:00 P.M.
Members Present: Akin, Kelly, Orr, Sprute.
Members Absent: Mayer.
Also Present: Administrator Thompson, Attorney Gorgos.
2. The purpose of the meeting was to conduct a public hearing relating to
the issuance of a Multi Family Industrial Development Bond and to discuss
the replacement for retiring Superintendent of General Services, Bill Hince.
3. Mayor Akin read the Notice of Public Hearing and opened the public hearing
at 7:00 P.M. to consider the issuance of $425,000 Multi Family IDB.
4. Elwood Gilbertson stated that he was requesting the Bonds to construct
an 8 plex in Gils Addition. The below market interest rate financing was
necessary in order to be competitive in the rental market. Mayor Akin asked
if the program was determined to be feasible. Miller and Schroeder represen-
tative, John Lemby, stated that it appeared to be feasible, but the final
details would be worked out with the buyer of the bonds. Administrator Thompson
asked if additional work would be required of City staff. Mr. Lemby stated
that there would be no additional staff time required. It was clarified that
the project would consist of seven (7) two bedroom units and one (1) one bedroom
unit. Mayor Akin closed the public hearing.
5. Motion by Akin, second by Kelly to adopt Resolution No. R26-85 approving
the aforementioned project for Lot 12, Block 1, Gils Addition, Westview Acres,
Farmington. APIF, motion carried.
6. Motion by Orr, second by Sprute to adopt Resolution No. R27 -85 granting
preliminary approval of the issuance of $425,000 Multi Family Housing Industrial
Revenue Bonds for the above mentioned project. APIF, motion carried.
7. Motion by Sprute, second by Kelly to appoint Jerry Bauer as Acting Superintendent
of General Services until the new superintendent is hired and to increase Mr. Bauer's
salary to $14.81/hour during the interim. APIF, motion carried.
8. The Council next discussed the job description and minimum qualifications for
the new Superintendent of General Services. It was the consensus of the City
Council that a job description be approved during the next regular meeting and
advertisements be placed soliciting applications.
9. Motion by Akin, second by Kelly to adjourn at 7:30 P.M. APIF, motion carried.
