HomeMy WebLinkAbout06.10.85 Special Council Minutes 215 MINUTES COUNCIL MEETING SPECIAL JUNE 10, 1985 1. Mayor Akin opened the meeting at 7:30 P.M. at the Dakota Electric building. Members Present: Akin, Kelly, Mayer, Orr, Sprute. Members Absent: None. Also Present: Administrator Thompson. 2. The purpose of the meeting was to discuss and receive input regarding the southeast area storm sewer project. 3. Mayor Akin gave a brief summary of the problem and proposed solutions. Mayor Akin stated that the meeting would be for informational purposes only. 4. City Engineer Glenn Cook outlined the problems, and proposed alternative solutions: 1. A storm sewer and ponding system, which would drain Ash Street, Chateau Manor and Sunnyside and would lead to the Townsedge Pond, and then be piped to the eastern edge of the Henderson Addition to an open ditch and drain to the east to the ditch system in Empire Township. 2. A storm sewer system similar to alternative #1, except that the water would be carried via a ditch running north along the eastern boundary of the City to the Vermillion River. 3. A storm sewer system similar to alternative #1, except that the water would be carried north to the Vermillion River via a sewer pipe located in the Highway 3 meridian. 5. Administrator Thompson explained the following methods available for financing the project: 1. General tax levy. 2. Establishing a special service district. 3. Establishing a special taxing district. 4. Special assessment. 5. Combination of the preceding methods. 6. Mayor Akin read three letter received from residents relating to the project. Mayor Akin then opened the meeting for discussion. 7. The following general comments were received by the Council: 1. Jerry Stelzel from Empire Township stated that Empire Township would be willing to work with the City in this project. 2. Ernie Ahlberg stated that the Fair Board would like to see the City proceed with the project. 3. Several comments were received that the cost of the project should be assessed against the entire City through a general tax levy. 216 4. Several comments were received that residents in Chateau Manor and Sunnyside should not have to pay for the project because they do not have a problem with water runoff. 5. Concern was expressed that the problem areas of Centennial Drive and Centennial Circle were not included in the project. 6. Concern was expressed regarding the use of ponds and the water level within the ponds. 7. Property owners east of the Henderson Addition expressed con- cern regarding the additional water flowing through their property. 8. It was indicated that the City should own the ponds for pur- poses of maintaining them. 9. It was the general consensus of the citizens present that the City should proceed with the project because of the problem in the area. 8. It was the general consensus of the City Council that the City would use ponding in the project, but the ponds would be dry and not wet as in the Townsedge area. It was also stated by the City Council that the financing method used in this project would set precedent relating to future storm sewer projects. The Council acknowledged that they were committed to the project and would proceed if deemed feasible. 9. Motion by Kelly, second by Orr to adjourn at 10:00 P.M. APIF, motion carried.
