COUNCIL MEETING
SPECIAL
SEPTEMBER 30, 1985
1. Mayor Akin called the meeting to order at 7:00 P.M.
Present: Akin, Kelly, Mayer, Orr, Sprute.
Absent: None.
Also Present: Administrator Thompson
2. The purpose of the meeting was to discuss the 1986 Operating Budget.
Administrator Thompson presented the budget adjustment proposed during the
previous Council meeting as outlined in the memo of September 30, 1985.
Administrator Thompson explained that the mill rate was an estimate based
on historical data and could change based on actual adjustments to the tax
base and fiscal disparities.
3. It was the consensus of the Council that a study should be conducted on
the future operations of the liquor store.
4. Discussion was held regarding per diem payment for Council members.
No consensus was reached on the matter, but it was suggested that policy
should be drafted before further consideration. Motion by Akin, second
Orr to leave the $1200 for Council per diem in the budget. Voting for:
Kelly, Mayer, Orr. Voting against: Sprute. Motion carried.

5. Discussion followed regarding dog control, administration uniforms, the
estimated levy, park improvements, increase in debt levy, voting machines and
the engineer's position. It was indicated that the budget did not contain funding
for an additional position in General Services. No additional adjustments were
recommended.
6. Motion by Sprute, second by Akin to adjourn at 9:00 P.M. APIF, motion
carried.
