MINUTES
COUNCIL MEETING
SPECIAL
NOVEMBER 21, 1985
1. Mayor Akin called the meeting to order at 7:30 P.M.
Members Present: Akin, Kelly, Mayer, Orr, Sprute.
Members Absent: None.
Also Present: Administrator Thompson, Attorney Gorgos.
2. The purpose of the meeting was to discuss the southeast storm sewer project.
3. Administrator Thompson gave a summary of the cooperative agreements which
would be required to undertake the project. Mr. Thompson also explained the
various financial tools available to fund the project. Attorney Gorgos outlined
the procedure for assessing the project either through M.S. 429 or M.S. 444.
4. Engineer Cook gave a summary of the project and outlined the following options:
a. Construct an open ditch to the east of Farmington.
b. Construct an open ditch to the north along the eastern
City limits.
c. Construct a storm sewer along the Highway #3 meridian.
Mr. Cook added that option #1 would be the least expensive and option #3 the most.
Mr. Cook stated that there would be additional State participation under option
#3 but it would not offset the added costs.
5. Mayor Akin stated that it might be appropriate to extend sewer and water to
the fairgrounds and houses along CSAH #74 if the street were reconstructed.
6. Representatives from Castle Rock Township, Empire Township, Dakota County
Fairboard, Dakota County Soil and Water Conservation District indicated a
willingness to cooperate with the project, but required more information before
fully committing to the project.
~ George Betzold questioned the design of the project and the effect of the
project on downstream properties. Other residents expressed concern over the
design of the project and not being notified of the meeting.
8. The Council questioned Engineer Cook regarding the merits of Option #1 vs
Option 113.
9. It was the consensus of the Council that City representatives would attend
the various board meetings and give a presentation on the project.
10. Motion by Orr, second by Kelly to adjourn at 9:30 P.M. APIF, motion carried.
