HomeMy WebLinkAbout03.24.86 Special Council Minutes 157 MINUTES COUNCIL MEETING SPECIAL MARCH 24, 1986 1. Mayor Akin called the meeting to order at 7:30 P.M. Present: Akin, Kelly, Mayer, Orr, Sprute. Absent: None. Also Present: Administrator Thompson 2. The purpose of the meeting was to consider the proposed compensation plan, approve a MEED agreement and appoint a city attorney. 3. Administrator Thompson explained the process used in drafting the Com- pensation Study Report and Salary Administration Manual. Mr. Thompson stated that the Council should consider adopting the manual. 4. Mayor Akin recommended that a committee consisting of the Administrator, Personnel Director and the two senior Council members be appointed to review and update the manual and recommend adoption to the Council. Discussion followed regarding the membership of the committee. It was suggested that the committee include all of the department heads, but that department heads not be allowed to vote on positions directly under their supervision. Councilmember Sprute stated that staff should not outnumber Councilmembers on the committee and that eight members was too large of a committee. Motion by Akin, second by Kelly to appoint a committee consisting of Councilmembers Orr and Sprute, the Administrator and Departmeut Heads, to review the Compensation Study Report and Salary Administration Manual, and to report its findings and recommendations no later than the first regular meeting in June. Department Heads cannot vote on matters involving their own positions or positions under their supervision. Voting for: Akin, Kelly, Mayer, Orr. Voting against: Sprute. Councilmember Sprute clarified his vote by stating that an eight member committee was too large. Motion carried. 5. Motion by Kelly, second by Orr approving a contract for a MEED employee in the Park and Recreation Department. APIF, motion carried. 6. Administrator Thompson informed the Council that Attorney John McBrien was out qf town and Attorney Roger Cook had indicated that he did not wish to be appo~nted City Attorney. Mr. Thompson stated that he had received the following quotes: McMenomy, Sheldon Grannis $75/hour - $150/meeting $80/hour - $150/meeting Mr. Thompson indicated that both firms were experienced in municipal law. It was suggested that Empire Townships attorney be contacted. Motion by Akin, second by Kelly that Peter Schmitz be contacted to determine his interest in the position, and if he is unavailable for the position, the law firm of Grannis, Campbell, Farrell, Knutson PA be appointed as interim City Attorney.
