HomeMy WebLinkAbout09.29.86 Special Council Minutes 189 MINUTES COUNCIL MEETING SPECIAL SEPTEMBER 29, 1986 1. Mayor Akin called the meeti.ng to order at 7: 00 P.M. Present: Akin, Kelly, Mayer, Sprute. Absent: Orr. Also Present: Administrator Thompson. 2. The purpose of the meeting was to discuss the 1987 Operating Budget. 3. Administrator Thompson presented various revisions to the Council for consideration. 4. The Council discussed the Capital Outlay portion of the budget. It was the consensus of the Council that the following adjustments be made: Administration - Office Expansion Police - Equipment Streets - Pickup Streets - Bobcat Park and Recreation - Improvements Sewers - Rehabilitation Sewers - Pumps Sewers - Flow Monitor [7,500] [1,500] [10,000] [22,000] [7,500] 10,000 4,000 [10,000] 5. The Council next discussed the Engineer's position. It was the con- sensus of the Council that Mayor Akin, Councilmember Orr and Administrator Thompson meet with the Engineer to review the position and report back to the Council. 6. The Council next considered the request for four additional full time employees. It was the consensus of the Council that the following per- sonnel would be added: Administration - Secretary Streets - Maintenance Worker Park and Recreation Liquor (1) ~ time (1) full time (1) full time $20,570 to be placed in a part time salary with a determination of converting a portion of the allocation to a full time position to be made at a later date. 7. The Council briefly discussed the proposed fee increases for 1987. No determination was made at this time. 8. Councilmember Orr arrived at 9:45 P.M. 9. It was the consensus of the Council that the sealcoating not be assessed and that $15,000 be added to streets for sealcoating. 10. It was the consensus of the Council that salary contingencies be set at 3.5%. 190 11. Motion by Orr, second by Kelly to adjourn at 10:45 P.M. APIF, motion carried.
