Present: Mayor Stegmaiert Councilmembers Cookt KellYt Kucherat & Orr Absent: None Also Present: Administrator Fordt Attorney Gorgos 2. Motion by Cookt second by Kuchera to approve the minutes of December 21 t 1981 as presented. APIFt motion carried. 3. Motion by Stegmaier, second by Cook that Councilmember Orr be designated as Acting Mayor from 1/4/82 to 12/31/82. APIF, motion carried. 4. Motion by Cookt second by Kuchera that the Dakota County Tribune be designated as the official publication from 1/1/82 to 12/31/82. APIFt motion carried. 5. Motion by Kucherat second by Cook that 1st National Bank of Farmington be designated as the official depository from 1/1/82 to 12/31/82. APIFt motion carried. 6. No action taken by the Council in reference to the by-laws, except to request the Administrator to prepare a sample set of by-laws for review by the Counci 1. 7. Motion by KellYt second by Kuchera that the following bonds now on file in the office of the City Clerk be approved: American Empire Insurance Co. Motion by KellYt second by Kuchera that all sworn personnel in the Farmington Police Department be designated as Process Servers for the calendar year 1982. 9. Motion by Orr, second by Kelly to adopt Resolution No. Rl-82 establishing charges and fees for licenses, permitst and services effective 1/01/82. APIFt motion carried. 10. Motion by Stegmaiert second by Kuchera that Robert Boeckman be reappointed to a 3 year term on the Cable Television Advisory Commission running from 2/01/82 to 1/31/85. APIFt motion carried. - 22 11. Motion by Orr, second by Kelly that John DeBates be reappointed to a 5 year term on the Housing and Redevelopment Authority running from 2/01/82 to 1/31/87. APIF, motion carried. 12. Motion by Stegmaier, second by Orr that Maureen Johnson be appointed to fill the unexpired 5 year term of Harvey Snyder who resigned as of January 1 , 1982. Her appointment Js from 1/01/82 to 1/31/83. APIF, motion carried. 13. Motion by Kelly, second by Cook that Ken Hanson Jr. be reappointed to the Human Rights Commission as Planning Commission representative for a two year term running from 2/01/82 to 1/31/84; that Eugene Kuchera be reappointed to the Human Rights Commission as Council representative for a two year term running from 2/01/82 to 1/31/84; that Marlys Miller be reappointed to the Human Rights Commission as minority representative for a two year term running from 2/01/82 to 1/31/84. APIF, motion carried. 14. Motion by Orr, second by Stegmaier reappointing Bill Vetscher to a two year term on the Park & Recreation Commission running from 2/01/82 to 1/31/84. APIF, motion carried. 15. Motion by Orr, second by Kelly that Harold Wieben be reappointed to the Park & Recreation Commission for a two year term running from 2/01/82 to 1/31/84. APIF, motion carried. 16. Motion by Orr, second by Kuchera that Virginia Mohn be reappointed to a two year term on the Park & Recreationllommission running from 2/01/82 to 1/31/84. APIF, motion carried. 17. Motion by Orr,second by Cook that Ken Hanson Jr. be reappointed to a two year term on the Planning Commission running from 2/01/82 to 1/31/84. APIF, motion carried. 18. Motion by Kuchera, second by Cook that William Carey be reappointed to a two year term on the Planning Commission running from 2/01/82 to 1/31/84. APIF, motion carried. 19. Motion by Cook, second by Stegmaier that Al Hoyer be reappointed to a two year term on the Planning Commission running from 2/01/82 to 1/31/84. 20. Motion by Orr, second by Kelly that Ken Hanson Jr. be reappointed to the Reforestation Advisory Committee as Planning Commission repre- sentative for a two year term running from 2/01/82 to 1/31/84; that Bill Vetscher be reappointed to the Reforestation Advisory Commission as Park & Recreation Commission representative for a two year term running from 2/01/82 to 1/31/84. APIF, motion carried. 21. Motion by Orr, second by Kuchera reappointing Jack Bohm to a 3 year term on the Water Board running from 2/01/82 to 1/31/85. APIF, motion carried. 22. The Council requested the City Administrator to prepare a proposed policy governing minimum participation by members of Boards and Commissions to be reviewed by the Council. 23 Minutes Counc i 1 January 4, 1982 23. APIF, motion carried. Motion by Kuchera, second by Kelly, $1,532.50, Fair Hills development. APIF, motion carried. 24. Motion by Kelly, second by Cook to authorize payment of bills as presented. APIF, motion carried. 25. Motion by Cook, second by Orr that the probationary period of the promotion of Officer Dan Churchill to the position of sergeant be declared satisfactorily completed and that he be converted to the permanent status of sergeant. APIF, motion carried. 26. The City Administrator updated the Council on matters of negotiations to bring a new industry to the City of Farmington. He Informed the Council that the site now being considered was a 3 acre parcel on the north side of TH #50,3/4 of a mile west of County Highway #31. He further informed the Council that this item would be on the agenda of the HRA for January 6, 1982 and that certain actions by the Council would be sought Including: 1) approval for the HRA to amend its tax increment redevelopment plan, 2) approve a subdivision waiver, 3) statement of intent to issue municipal industrial bonds. 27. Motion by Orr, second by Kuchera to approve a partial payment to Keller Construction Company in the amount of $12,561.95 upon recommendation of the City's engineer. APIF, motion carried. 28. In other matters, the Council: 1) discussed the previously distributed staff interpretation of the Council's decision of the previous meeting con- cerning the boundaries of the dedicated parkland relevant to the Whispering River Condominium development. 2) discussed certain deficiencies in the maintenance of the Ice Arena. 3) discussed the legal possibilities of establishing different classes and therefore different fees of on- sale liquor licenses. 29.
