HomeMy WebLinkAbout11.22.82 Special Council Minutes 117 MINUTES COUNCIL MEETING SPECIAL NOVEMBER 22, 1982 1. The Mayor called the meeting to order at 7:00 P.M. Present: Mayor Stegmaier, Members Cook, Kelly, Kuchera, & Orr Absent: None Also Present: Attorney Gorgos, Finance Director Henneke, Mayor-Elect Akin 2. The purpose of the special meeting was to discuss the procedural steps and process to be followed in hiring a City Administrator. Counci 1- member Kuchera stated the selection process should be the first major project the new Council addresses. The current Council should not become involved. Motion by Kuchera to adjourn the meeting. The motion died for lack of a second. 3. The Council and Mayor-elect Akin discussed the hiring procedure based on Mr. Akin's letter to the Mayor and Council dated November 8, 1982 and Councilmember Orris memorandum dated November 12, 1982. The major issue under discussion was who is going to perform the initial screening process. Mr. Akin desired to have this function performed by the City Council since they were ultimately responsible for the hiring of all personnel~ The City Attorney stated this practice would be against the Data Privacy Act. The Counci I then discussed having a five person task force perform the initial screening process. Mr. Akin stated the task force should be made up of Mayor Stegmaier and Council member Kuchera if they agree to be a part of it, himself and two others to be chosen from past Councils, school, industry, or business. This task force would screen the applicants down to 12 finalists. The Council agreed. 4. Motion by Kelly, second by Kuchera that the Finance Director advertise the administrator's position in the Minneapolis and St. Paul Sunday newspapers for four weeks commencing November 28, 1982 and include the following information: 1) General Information a) Location of City b) Number of employees c) Statement that the City has union and non-union employees. d) Size of budget e) State that the City is located within the seven county metropolitan area. 2) Minimum Requirements a) Bachelor1s Degree from accredited university (Masters Degree preferable) b) Four years progressive experience in public administration 3) Salary Range - $30,000 - $35,000. 4) Applications postmarked after December 31, 1982 will not be considered. A selection committee of five members will screen the applicants down to 12 finalists. The committee will consist of representatives from Council, industry, school, or business. The Finance Director was directed to submit (1) a job description for the position of administrator and (2) a City Profile for Council1s consideration at their next meeting. 6. The Council set a joint meeting with the Planning Commission and Park & Recreation Commission for 7:30 P.M., Monday, November 29, 1982 at the Civic Center. 7.
