HomeMy WebLinkAbout08.29.83 Special Council Minutes 207 MINUTES COUNCIL MEETING SPECIAL AUGUST 29, 1983 1. The Mayor called the meeting to order at 7:00 P.M. at the Dakota County Extension Office. Present: Mayor Akin, Councilmembers Cook, Kelly, Sprute. Absent: Counc i1 member Orr. Also Present: Administrator Thompson, Engineer Cook. 2. The purpose of the meeting was to discuss the surface water problem in the south east corner of the City with representatives of adjoining townships, Dakota County, the Dakota County Fairboard and affected citizens. Mayor Akin stated that this was to be an information only meeting and that no decisions were to be made at this time. Mayor Akin stated that the primary purpose of the meeting would be to gather input from various persons affected by the surface water problem. 3. City Engineer Glenn Cook presented three basic options to alleviate the surface water problem as follows: 1. Drain the water down the median of Highway 3 north to the Vermillion River; 2. Drain the water east along Highway 50 to the east edge of town and then north to the Vermillion River; 3. Drain the water east along Highway 50 to ditches that run east to northeast of town. Mr. Cook stated that all options included the use of holding ponds to capture excess surface water until it could be adequately served by the storm sewer. Mr. Cook pointed out that the best option at this time appeared to be the plan to carry the water along Highway 3 north to the Vermillion River, because the State would parti- cipate in the project. 4. Discussion followed concerning the pros and cons of utilizing holding ponds, and the pros and cons of each option presented by Mr. Cook. Several persons from the Hen- derson area were present regarding the water table problem in their area. Engineer Cook stated that the options he presented dealt only with surface water problems and would not effectively resolve the problem some people have regarding wet base- ments. Mr. Cook noted that the plans would alleviate the wet basements somewhat during periods of heavy rain. 5. It was the consensus of the various townships, County and County Fairboard officials that the City should proceed with the surface water study and that the City would update the various parties involved as information was obtained. 6.
