Council Present: Akin, Cook, Kelly, Orr. Council Absent: Sprute. H.R.A. Present: Chairman DeBates, Members Whittier, Kuchera, Ackerman. H.R.A. Absent: Sprute. Also Present: Administrator/Executive Director Thompson, H.R.A. Attorney Darflinger. 2. Mayor Akin and Chairman DeBates opened the joint meeting between the City Council and the H.R.A. which was held for the purpose of discussing the terms and conditions of sale for the Senior Center Building. 3. Administrator Thompson and Senior Center Coordinator Denison presented a proposal which recommended a pledge drive be held which would raise funds to be donated to the City for the purchase of the Senior Center. Mr. Thompson stated that the Senior Center Advisory Council had agreed to sponsor the pledge drive. Mr. Thompson stated that if this arrangement were acceptable, the two parties should come to an agreement as to the amount of money the H.R.A. would be paid by the City for the purchase of the building. 4. After a lengthy discussion it was agreed by the H.R.A. and the City Council that the H.R.A. would not be seeking the full amount of money that it had invested in the buil- ding. It was the consensus of the H.R.A. that it should request at least $70,000, with the understanding that if the pledge drive did not reach that figure the price could be renegotiated. Councilmember Orr stated that $55,000 would be more acceptable to the people donating funds to the pledge drive. 5. Motion by Kuchera, second by Whittier that the H.R.A. offer to sell the building to the City Council for $70,000. APIF, motion carried. 6. Motion by Orr, second by Akin to reject the $70,000 offer by the H.R.A. and to offer a counter of $55,000. APIF, motion carried. 7. The discrepancy between the two offers was discussed, and it was agreed that if the project were to be successful the two parties would have to come to an agreement on the purchase price. Motion by Whittier, second by Kuchera to resubmit the $70,000 offer for sale. APIF, motion carried. 8. Motion by Akin, second by Kelly to accept the $70,000 offer by the H.R.A. APIF, motion carried. 9. Motion by Whittier, second by Orr to approve the memorandum of understanding and intent regarding the terms and conditions of the sale of the Senior Center. APIF, motion carried. 10. Motion by Cook, second by Orr to approve the memorandum of understanding and intent regarding the terms and conditions of the sale of the Senior Center. APIF, motion carried. 11. Motion by Orr, second by Kelly that the Council adjourn at 9:00 P.M. APIF, motion carried. 12. Motion by DeBates, second by Kuchera that the H.R.A. adjourn at 9:00 P.M.
