MINUTES
COUNCIL MEETING
SPECIAL
SEPTEMBER 24, 1979
1. The meeting was called to order by the Mayor at 7:00 P.M.
Present: Mayor Akin, Councilman Johnson, Kuchera, Orr, Whittier
Also Present: Administrator Ford
2. This meeting was devoted primarily to matters relating to the 1980 budget.
In that regard the council took the following actions:
1) Provided in the 1980 budget, under General Government, Special Activities,
a 1 ine item entitled 'Ifaci 1 ities provisions" in the amount of $4,000.
This money to be used for studies, surveys, professional fees, consulting
services, structural modifications, space rentals, and whatever other
purposes the council deems necessary or desirable to provide adequate
facilities for city and city-supported functions.
2) In General Services, set the amount for class 5 at $3250, and for dust
control at $2000.
3) In the Fire Department, provided $1000 for an initial supply of first aid
materials. Also remove the current amount of $6750 for Equipment Truck
from the 1980 budget and show that amount with which it was purchased,
in 1979, as a permanent transfer with the understanding that any donations
collected for the truck purchase will be added to the 1980, Fire Department,
Capital Outlay budget.
3. Other actions taken included:
1) Determined that the method of operation in the Fire Department concerning
modified Rescue operations be continued as in the past.
2) Motion by Akin, second by Orr to approve the purchase in the Park and
Recreation Department, of a combined snow blower, grass mower, from
Minnesota Toro, Inc., in the amount of $8825, which has been budgeted
in the 1980 budget. Voting for: Akin, Johnson, Orr, Whittier. Voting
against: Kuchera. Motion carried.
3) Motion by Akin, second by Johnson that the City Administrator hereby be
authorized and directed to execute a lease for the lease of a squad car
for the Police Department, not to exceed $350.00 per month as budgeted
in the 1980 budget. APIF, motion carried.
4) Motion by Akin, second by Johnson to adopt Resolution No. R24-79 establishing
the Severance Benefit Reserve Fund No. 8-24-79 effective January 1, 1980.
APIF, motion carried.
5) Motion by Akin, second by Orr to adopt Resolution No. R25-79, eliminating
the Fire Relief Fund as an accounting form. APIF, motion carried.
6) Motion by Akin, second by Johnson to adopt Ordinance No. 079-82 changing
the salaries of the Mayor and Council effective January 1, 1980. Voting
for: Akin, Johnson, Orr, Whittier. Voting against: Kuchera. Motion carried.
4. Motion made and seconded to adjourn at 9:45 P.M.
