HomeMy WebLinkAbout06.30.80 Special Council Minutes 15J MINUTES COUNCLL MEETING SPECIAL JUNE 30, 1980 1. The meeting was called to order by Mayor Akin at 7:00 P.M. Present: Mayor Akin, Councilmen Kuchera, Orr and Whittier Absent: Councilman Cook Also Present: Administrator Ford, City Attorney Gorgos and City Planner Charles Tooker. 2. Motion by Kuchera, second by Orr that the minutes of June 16, 1980 be approved as presented. APIF, motion carried. 3. The Mayor announced that the primary purpose for the special meeting was to consider comments from department heads and internal boards and commissions on the proposed City Comprehensive Plan, which had received wide distribution earlier. The Council first took up a memorandum from the Housing and Redevelopment Authority dated June 5, 198~,in which the Authority made four recommendations or observations. These four comments had as their main thrust the following factors: 1) The HRA should be consulted in all matters relating to housing for elderly and low and moderate income. 2) That any commercial development, other than a superette or Tom Thumb type development outside of the downtown commercial development area be dis- courag~or prohibited. There followed a wide ranging discussion on these items and ultimately no action was taken. Some minor changes were made in the proposed plan after which the chair entertained a motion. Motron by Akin, second by Kuchera that the proposed Comprehensive Plan be submitted to the Metropolitan Council and further that a public hearing for review of this plan be set for 8:00 P.M., December 1, 1980 with prior publication of notice to be handled administratively. APIF, motion carried. 4. The Counci 1 earlier had received a memorandum from the Administrator informing them that the City may be eligible for planning funds from the Metropolitan Council which would be used in part to pay for the implementation work necessary following the Comprehensive Plan adoption. This work would include revision of zoning and subdivision ordinances. Motion by Akin, second by Whittier to adopt RESOLUTION NO. R1G-80, which authorizes and directs the City Administrator to apply for a Planning Grant from the Metropolitan Council in the total amount of $4,500 and that the application state that the City is wi lling and prepared to pay for one-third of that cost as local share. APIF, motion carried. .~ 5. Motion by Whittier, second by Kuchera to approve that out of job classification pay adjustment for James Ross in accordance with the memorandum from the Personnel Director and Park and Recreation Manager, dated June 18, 1980. APIF, motion carried. 6. Motion by Kuchera, second by Orr that a temporary 3.2 On-Sale Beer License be granted to St. Michaels C~tholic Church for July 4, 1980 at 420 Spruce Street. APIF, motion carried. 7. The Council then addressed themselves to a memorandum from the City Administrator dated June 28, 1980, regarding the request by the City for Emergency Funds to the State Executive Council out of the State Clamity Fund. The conclusion of the Administrator as set forth in that memorandum was that there was practically no chance of succeeding of obtaining these funds if application were made and that considerable time, effort and money would be required in order to pursue further the request for funds. During the interchange between members of the Council concerning this matter there emerged a consensus of dissatisfaction in the apparent inability of the City to acquire assistance at this time, and in this way. The Administrator was instructed to write a letter to the Executive Council withdrawing the request to be accompanied by a letter written by him stating the dissatisfaction of the Council. 8. Motion by Kuchera, second by Akin that the following bills relative to storm damage clean up be authorized for payment: TWA Tree Experts Valley Cabinets Duane Moe Myron Napper Fischer Construction Company Dakhue Landfill Robert Stegmaier H & H Tree Service $2,250 1 ~ 395 270 725 7,477.50 2,500 1,320 2,930 APIF, motion carried. 9. The Council decided that the no parking signs recently erected around the FAA facility, be changed to read No Parking 8 A.M. to 4 P.M. Monday through Friday. 10. The City Administrator was asked to prepare a paper setting forth the present provision of the subdivision ordinance which exempts any subdivision of land of over 5 acres and to make recommendations for change. 11. Motion made and seconded to adjourn at 8:50 P.M. 12. The Council then went into an Executive Session at the request of the City Attorney based on the Client - Lawyer Relationship prerogative dealing with actions which he had taken relating to past traffic violation prosecution and potential litigation as a result of an incident requiring police action on June 29, 1980.
