MINUTES
COUNCIL MEETING
REGULAR
JULY 7, 1980
1. The meeting was called to order by Mayor Akin at 7:00 P.M.
Present: Mayor Akin, Councilmen Kuchera, Orr and Whittier
Absent: Councilman Cook
Also Present: City Administrator and City Attorney
2. Motion by Whittier, second by Kuchera to approve the minutes of June 30, 1980.
APIF, motion carried.
3. Motion by Kuchera, second by Whittier to authorize the payment of the following
storm damage repair bills: Stevens Associates $274.88; Futura Incorporated
$537.50. APIF, motion carried.
4. The Council then reviewed the proposed changes in the Police Reserve By-Laws.
One feature of the By-Laws attractad particular attention by the Council. The
Farmington Police Reserve Organization requested to change their By-Laws to allow
eligibility of applicants to an area within a twenty minute response time radius.
It was pointed out that this area would necessarily include other municipalities
having police reserve units and that this might create a conflict. Motion by
Orr, second by Whittier approving the change of the Farmington Police Reserve
By-Laws by defining the eligibility of an applicants residence as, that which
is located within a twenty minute response time radius and in addition, that if
the applicant lives within the corporate limits of another municipality having
a formally constituted police reserve organization, the applicant must attach
to his application a letter from the Chief of that reserve organization stating
there is no objection to the application. APIF, motion carried.
5. At this point in the meeting a large delegation of citizens literally filled
the Council room and through their spokesman, Jeff Thelen, presented to the Council
a petition requesting that the Council look into the facts surrounding the break
up of a party at a residence on June 29, 1980. In a limited discussion between
members of the Council and Mr. Thelen, the matter was concluded with the under-
standing that people objecting to the method in which the police action was
conducted would submit written statements to the City Administrator who would
copy and distribute them to the Council.
6. Motion by Akin, second by Kuchera to adopt RESOLUTION NO. R17-80 whic~,~ppro~es
the recommendation of the Dakota County Assessor to make adi~stments bn~~~-JI977t
1978 and 1979 tax assessments for Dakota County Electric. APIF, ~otion carried.
7. Motion by Akin, second by Whittier to approve the recommended changes in
the Cooperative Agreement dealing with the Surburban Police Recruitment System
as pointed out in the Administrator's memo dated June 23, 1980. APIF, motion
carried.
8. Motion by Akin, second by Whittier to approve the following changes in parking
regulations effective the last Monday in August: Spruce Street, between Fourth
and Fifth - convert to parallel parking; Walnut Street, between Fifth and S,ixth -
convert to parallel parking and post no parking signs on the south side with
school time limitations; Maple between Fifth and Sixth convert the north side
to parallel parking and post no parking signs on the south side for bus loading
zone. APIF, motion carried.

9. Motion by Kuchera, second by Orr to permit the blocking off of the down
town streets on July 25th and July 26th in conjunction with the annual Ridiculous
Days celebration and such action to be coordinated with the Pollce Department.
APIF, motion carried.
10. The Council indicated approval of the letter written by the Deputy Treasurer
on June 20, 1980 to the Minnesota State Office of Hearing Examiner, relative to
proposed electric rate increases and encourage staff to pursue the matter addressed
in the letter.
11. Motion by Akin, second by Orr to approve the bi lIs as presented. APIF,
motion carried.
12. The Council entered into a short discussion concerning the on going proposal
of Mr. Harold Rice to relocate his bowling lanes to the former Frederick Willys
property. The Council was informed that Mr. Rice's intention now was to abandon
the Research Bui lding as a target and was now zeroing in on the former large
factory building at 510 Willow. It was suggested that Mr. Rice meet with the
City Administrator and attempt to work out a procedure which would accommodate
his needs as well as meet the procedural requirements of the City.
13. Motion by Kuchera, second by Whittier to approve the conversion of receptionist,
Pam Perry from probationary status to permanent full time employee status, effect-
ive July 22, 1980, as the result of the completion of a satisfactory probationary
period. APIF, motion carried.
14. In other matters the Council asked the City Administrator to check into
what appears to be objectionable activity in the industrial zoning district
north of Pine Street, inquired as to possible solutions to problems being ex-
perienced by residents on a private sewer line off of Third Street to which the
Administrator replied that the normal procedure would be for one of the affected
property owners to submit to the Council a petition for municipal sewer which
would trigger a feasibility.
15. Motion made and seconded to adjourn at 9:30 P.M.
