HomeMy WebLinkAbout09.22.80 Special Council Minutes MINUTES COUNCIL MEETING SPECIAL SEPTEMBER 22, 1980 1. The meeting was called to order by the Mayor at 7:00 P. M. Present: Mayor Akin, Councilmen Cook, Kuchera, Orr and Whittier. Absent: None Also Present: Administrator Ford, Deputy Treasurer Henneke 2. At 7:00 P.M. the public hearing was opened, notice of which had been previously published in the Dakota County Tribune, concerning the requirements of Federal Revenue Sharing which requires a public hearing and notice thereof of the meeting at which the final budget is adopted and the proposed use of Revenue Sharing Funds. There were no private citizens present and the primary purpose of this meeting was to complete the work on the budget, therefore, the Council continued the public hearing to 7:00 P.M. on September 29, 1980. 3. The Council reviewed the section of the budget dealing with wages by position and set appropriate 1981 wages and salaries for all positions. 4. The Council reduced the previously authorized number of Police Officers by one. 5. The Council re-established the position of Police Sergeant and established the rate of pay at $10.90 per hour. ~\~ S~&6. The Counci 1 appointed as Police Sergeant Officer Dan Churchill and directed ,~~the Administrator to inform the Police Chief that he should offer such position ~~ to Mr. Churchi 11 and convey back to the Counci 1 Mr. Churchill IS reply. 7. The Council authorized the Administrator to pass on to Teamsters Local #320 a response to their latest demands, said counter offer to consist of a 10% increase in the top patrol rate in 1981 and a 10% increase in the top patrol rate in 1982 and with no change in the uniform provision. 8. The decision was made not to dispose of any trees now located on the site of the former Waste Water Treatment Plant, which will soon come back into the possession of the City. 9. Motion by Akin, second by Kuchera that the Counci 1 waive all gambling and temporary 3.2 license fees connected with such licenses issued to St. Michaelis Church. 10. The Council was informed that the City had not prevailed in itls law suit against Davis Electronics concerning the Fire Department pagers. 11. It was decided that the public phone now in the entry way to the Council- Community Room be moved to the entry way of City Hall. 12. Motion made and seconded to adjourn at 10:20 P.M.
