MINUTES
COUNCIL MEETING
REGULAR
DECEMBER I, 1980
1. The meeting was called to order by the Mayor at 7:00 P.M.
Present: Mayor Akin, Councilmembers Cook, Kuchera, Orr, Whittier
Also Present: Deputy Clerk Finstuen and City Attorney Gorgos
2. Motion by Whittier, second by Akin that the minutes of November 17, 1980,
item #3 be amended as follows: after the words "$50 per annum" add Ilper machine",
and after 11$100 per annum" add "per machinell. APIF, motion carried.
3. Motion by Akin, second by Whittier that the minutes of November 17, 1980
be amended as follows: Add as paragraph 16a. "Motion by Kuchera, second by Orr
that the 1980 budget be adjusted by providing $900 from the contingency account
to Park and Rec., General Recreation Building Maintenance for exterior rink
lighting and that purchase be authorized. APIF, motion carried.11 APIF, motion
carried.
4. Motion by Akin, second by Cook that the minutes of November 17, 1980, item
#25 be amended as follows: That the "noli vote by Kuchera be changed to "yesll.
APIF, motion carried.
5. Motion by Akin, second by Kuchera that the minutes of November 17, 1980
be approved as amended. APIF, motion carried.
6. Motion by Orr, second by Whittier to adopt RESOLUTION #R30-80, Certifying
to the Dakota County Auditor a list of Municipal Service Delinquencies for Levy
to the Tax Rolls, Collection 1981. APIF, motion carried.
7. Motion by Whittier, second by Cook to approve the application of the Exchange
for an Arcade License at 344 - 3rd Street, effective January I, 1981. APIF,
motion carried.
8. The Mayor read a section from the League of Minnesota Cities proposed
legislative policy regarding Fire Pension Funds. A lengthy discussion followed
with the Fire Department members who were in the audience. Motion by Akin,
second by Kuchera to adopf RESOLUTION #R31-80, objecting to any legislation
that would change the present method of disb.ursing or use of the pension benefits.
APIF, motion carried.
9. The Mayor then presented to the Farmington Tiger Band parents representatives,
a check for $2,000.

lO. Motion by Akin, second by Kuchera approving the following individuals be
accepted on the Farmington Police Reserve at their meeting of December 4, 1980:
Steven Cesarek, 141 Walnut Circle, Apple Valley, Mn.
Kenneth Fortman, 5775 Upper 182nd St., Farmington, Mn
Rodney W. Hahn, 14436 lower Guthrie Court, Apple Valley, Mn.
Robert Shockley, 513 Lower Heritage Way, Farmington, Mn.
Edward Snyder, 505 Oak Street, Farmington, Mn.
Kent Switzer, 2966 225th St. W., Farmington, Mn.
Gregory Vruno, 7505 142nd St. Ct., Apple Valley, Mn.
APIF, motion carried.

11. The Council discussed in length the proposed Bingo Ordinance.
12. At 8:00 P.M. the Mayor opened the previously published public hearing to
review the proposed revised City Comprehensive Plan and immediately continued
i t to 8: 15 P. M .
13. At this point the Council continued their discussion on the Bingo Ordinance
with concerned people in the audience. Motion by Orr, second by Kuchera to
adopt ORDINANCE NO. 080-99, an ordinance licensing and regulating bingo. Voting
yes: Cook, Orr, Kuchera, Whittier. Voting No: None. Abstaining: Akin.
Motion carried.
14. Motion by Orr, second by Kuchera to amend RESOLUTION #RI-80 by adding Bingo
$40 annual fee. APIF, motion carried.
15. The continued public hearing on the Revised City Comprehensive Plan was
reopened at 8:15 P.M. Motion by Akin, second by Orr noting receipt of the City
of lakevillels response to the proposed plan. APIF, motion carried.
16. Motion by Kuchera, second by Cook that the public hearing regarding the Re-
vised City Comprehensive Plan be continued to 7:30 P.M., December 15, 1980.
APIF, motion carried.
17. Motion by Akin, second by Kuchera to approve the payment of bills as pre-
sented. APIF, motion carried.
18. The Council set a special meeting for 8:00 P.M., December 8, 1980 to review
the final draft of the proposed Personnel Policy.
19. Motion made and seconded to adjourn at 8:50 P.M.
