Present: Mayor Akin, Councilmembers Cook, Kuchera, Orr and Whittier Also Present: Deputy Clerk Finstuen 2. Motion by Kuchera~ second by Cook that the minutes of December" 1st and December 8, 1980 be approved as presented. APIF, motion carried. 3. At 2:30 P.M. this same date, sealed bids were received and opened for a re- fuse packer mounted on cab and chassis. The Council reviewed the bids that ca:ne in as follows: Lakeland Ford Bill Boyer Ford International Harvester MacQueen Equipment Astleford Equipment $48,654. II 50,034.40 50,648.00 52,059.00 53,356.00 General Servlces Superintendent Bill Hince pointed out to the Council that it appeared that the three lowest bidders did not meet the specifications. After discussion by the Council there was a motion by Cook, second by Kuchera that the apparent lowest qualified bid, was MacQueen Equipment, in the amount of $52,059.00. APIF, motion carried. 4. Motion by Akin, second by Kuchera that the following renewal licenses hereby be approved for the year 1981 and that the fee on the taxi driver license be waived: liquor License: Carey's Corner Dick's Red Owl Erickson Grocery Old Crow Tavern Tom Thumb Black Stallion - On Sale Black Stallion - Sunday Farmington Lanes - On Sale Farmington Lanes - Sunday V FW Club - Club American Legion - Club Beer On-Sale: Farmington Arena Farmington lanes Old Crow Tavern Beer Off-Sale: Gambling License: VFW Club Amer i can Leg i on Taxi License: Allied Taxi A-l Cab Company Taxi Driver License: Robert Johnson Con rad Temp 1 in Roger Templin APIF, motion carried. 5. Farmington Lanes, represented by Harold Rice, requested a refund on his 1980 Liquor license fee. The Company had not and did not intend to use the license in the year 1980. Motion by Whittier, second by Cook that $1,950.00 be refunded on the Liquor license fee and $150.00 on the Sunday Liquor License. APIF, motion ca r r i e d . 6. At 7:30 P.M. the Mayor opened the previously published public hearing on the proposed amendment to the subdivision ordinance and the continued public hearing on the revised comprehensive plan. The latter was postponed until after the ;'02 first public hearing was completed. 7. The proposed amendment to the subdivision ordinance which required Council action for any division of a single parcel of land into two, was discussed by the Council at length. Motion by Orr, second by Whittier to adopt ORDINANCE #080-100, an ordinance amending the subdivision ordinance as it relates to de- finition of subdivision. APIF, motion carried. 8. The public hearing which was continued from December 1, 1980 on the Compre- hensive Plan was then held. The Mayor asked Mr. Tooker to make his presentation to the Council which was a review of the maps contained in the revised plan. At this time the Council also discussed the Metropolitan Guidelines for reviewing ~ Comprehensive Plan Amendments and the Agriculture Preserve law. The Council felt that a decision should be made as to whether the Agriculture Preserve Law should be included in the Comprehensive Plan which was now in the process of being completed for final approval by the Planning Commission and the Council. It will then be submitted to the Metro Council when all guidelines of the submittal process are established. Motion by Whittier, second by Orr that there be no Agriculture Preserve Program included in the Comprehensive Plan. Voting for: Cook, Orr, Kuchera, Whittier. Voting against: Akin. Motion carried. 9. Motion by Kuchera, second by Akin to approve the fourth draft of the Personnel Po Ii cy with the add it i on of "and mus t not exceed 80 tota I hours" to Pa rt B., Section 3, 3.4. Comp Time, and that it be effective Januaryl, 1981. APIF, motion carried. 10. City Attorney, Gerry Gorgos reported on a letter received from the Minnesota Cable Communications Board. Motion by Orr, second by Akin that staff be requested to advise Mr. W. D. Donaldson, Executive Director of the Councils meeting dates and ask him to attend the first meeting possible, to discuss the matter. APIF, motion carried. II. The Council took note of a letter from Officer Dan Siebenaler, dated December 3, 1980 and a response to him from William Ford, City Administrator dated December 4, 1980. No action taken. 12. Mayor Akin discussed with firemen in the audience the need for additional space for the Fire Department. 14. The Council set up a hiring procedure for the position of City Administrator. Motion by Kuchera, second by Cook that advertisement be made until January 11, 1981 that applications be sent to Robert Stegmaier, no later than January 12, 1981 and that the incoming Council appoint a review board for the selection pro- cess. _ Voting for: Akin, Cook, Kuchera, Whittier. Voting against: Orr. Motion carried. ')(\'-1 15. Motion by Kuchera, second by Akin that the list of bills be approved for payment with the addition of a bill in the amount of $658 to Harbees for hats to be resold at the arena. APIF, motion carried. 16. The Mayor read a letter from Dakota County HRA and requested that it be made an agenda item on January 5, 1981. 17. The Council discussed an item from the minutes of the December HRA meeting regarding plaques for past officials. This was deferred to the meeting of .. January 19, 1981. 18.
