MINUTES
COUUC I LMEETING
ANNUAL ORGANIZATIONAL
JANUARY 5,1981
1. Present: Mayor Robert Stegmaier, Councilmembers Earl Cook, Phyllis Cummings,
Eugene Kuchera and leon Orr.
Also Present: Attorney G. M. Gorgos and Deputy Clerk Karen Finstuen.
2. Mayor Stegmaier was administered the Oath of Office for his new term.
3. Councilmembers Cook and Cummings were administered the Oath of Office.
4. The Ma~or called the meeting to order at 7:00 P.M.
5. Motion by Orr, second by Kuchera that the minutes of December 15, 1980 be
approved as presented. APIF, motion carried.

-6-.- Motion by .cook, sefond by Kuchera that Councilman Leon Orr be designated as
Acting Mayor from January 5, 1981 to December 31, 1981. APIF, motion carried.
7. Motion by Kuchera, second by Cook that The Dakota County Tribune be designated
as the official publication from January 1, 1981 to December 31, 1981. APIF,
motion carried.
8. Moltion by Kuchera, second by Cook that the First National Bank of Farmington
and First Federal Savings & Loan be designated as the official depositories
from January 1, 1981 to December 31, 1981. APIF, motion carried.
9. By-laws, no action taken.
10. Motion by Kuchera, second by Cook that the following bonds now on file in
the office of the City Clerk be approved:

11. Motion by Kuchera, second by Cummings that all sworn personnel in the Farm-
ington Police Department be designated as Process Servers for the calendar year
1981. APIF, motion carried.
12. Motion by Orr, second by Cook to adopt RESOLUTION NO. Rl-81, which establishes
charges and fees for licenses and permits. APIF, motion carried.
13. Motion by Cummings, second by Orr that Harvey Snyder be appointed to the
Housing and Redevelopment Authority from January 1, 1981 to January 31, 1983 to
the seat previously occupied by former Mayor Pat Akin whose appointment expired

as of December 31, 1980 concurrent with the expiration of his council term.
Voting for: Stegmaier, Cook, Cummings and Orr. Voting against: Kuchera.
Motion carried.
14. Motion by Cummings, second by Orr that David Bailey be appointed to the
HRA from January 1, 1981 to January 31, 1982 to the seat previously occupied
by Joan Shea who resigned as of December 31, 1980. Voting for: Stegmaier,
Cook, Cummings and Orr. Voting against: Kuchera. Motion carried.
15. Motion by Orr, second by Kuchera that incumbent Commissioner Rod Geiser be
reappointed to the Park & Recreation Advisory Commission for a 2 year term from
February 1, 1981 to January 31, 1983. APIF, motion carried.
16. Motion by Kuchera, second by Orr that incumbent Commissioner Tim Carey be
reappointed to the Park & Recreation Advisory Commission for a 2 year term from
February 1, 1981 to January 31, 1983. APIF, motion carried.
17. Motion by Kuchera, second by Cook that incumbent Commissioner Ken Gerten be
reappointed to the Planning Commission for a 2 year term from February 1, 1981
to January 31, 1983. APIF, motion carried.
18. Motion by Orr, second by Kuchera that incumbent Board Member Robert Juenemann
be reappointed to the Water Board for a 3 year term from February 1, 1981 to
January 31, 1984. APIF, motion carried.
19. Motion by Kuchera, second by Orr that incumbent Commissioner Harbee Tharaldson
be reappointed to the Housing & Redevelopment Authority for a 5 year term from
February 1, 1981 to January 31, 1986. APIF, motion carried.
20. The next item on the agenda was City Administrator matters. Councilmember
Orr presented to the Council two proposed resolutions regarding the, status of
Administrator. The Council discussed these at length. Motion by Orr, second by
Cummings to adopt RESOLUTION # R2-81, a resolution to reinstate William J. Ford
as Administrator for the City of Farmington. Voting for: Orr, Cummings, Stegmaier.
Voting against: Cook, Kuchera. Motion carried.
21. Motion by Orr, second by Cummings to adopt RESOLUTION #R3-81, performance
evaluation and employment agreement for City Administrator. Voting for: Orr,
Cummings, Stegmaier. Voting against: Kuchera. Abstaining: Cook. Motion
carried.
22. The Mayor set a special Council meeting for 7:00 P.M., January 13, 1981.
23. The next item on the agenda was a Senior Citizen Center. Richard laybourn,
Director of Community Education, and Geri Hebert gave a presentation regarding the
purchase of a building, the funding of that building and the problems involved.
After a lengthy discussion the council made some suggestions and asked them to
come back to the Counci I meeting of January 13, 1981.
24. Motion by Kuchera, second by Cook to adopt RESOLUTION #R4-81, awarding the
bid on the refuse packer mounted on cab and chassis to Bill Boyer Ford Trucks, Inc.
in the amount of $50,034.40 and authorizing preparation and execution of a purchase
agreement. APIF, motion carried.
25. The Council took a short recess.
26. The league of Minnesota Cities is proposing a new building. The Council
deferred action in regard to Farmington's building share to the meeting of
J a n ua ry 13, 1981.
27. Mayor Stegmaier announced that he would be avai lable to meet with the public
on January 14, 1981 from 1:00 to 4:00 P.M. in the community room of City Hall.
28. Motion by Orr, second by Kuchera appointing Bill B. Hince, General Services
Superintendent as Farmington's representative to the Sewer Service Area Advisory
Board (SSAAB) area #6. APIF, motion carried.
29. Motion by Kuchera, second by Cook to approve the list of bills for payment
as presented. APIF, motion carried.
30. Motion made and seconded to adjourn at 9:50 P.M.
